14. 14. In this context, the EGs must, on the one hand, keep their wide policy scope reflecting the range of policies contributing to the employment objectives and the integrated nature of the EES and, on the other hand, their role as the main tool for defining the principles and modalities of policy co-ordination in the employment area, in full consistency with the BEPGs. Therefore, a streamlining between the BEPGs and the EGs would require that steps be taken to strengthen the complementary character of the BEPGs and the EGs by better differentiating between the 'broad' recommendations on employment in the BEPGs that would establish the general economic policy framework, and the more specific guidelines and recommendations under the scope of the policies covered by the EES.

(4) Taking into account the supplementary nature of the Flexibility Instrument, it is necessary to provide additional payment appropriations to cover the additional commitment appropriations for Cyprus for the two financial years 2014 and 2015 on the basis of the expected payment profile, estimated to EUR 11,3 million in 2015, EUR 45,7 million in 2016, EUR 75,4 million in 2017 and EUR 40,2 million in 2018.

66. beschouwt de voorgestelde verhoging voor het financieringsinstrument voor ontwikkelingssamenwerking (DCI) als adequaat, maar is teleurgesteld over de misleidende presentatie door de Commissie, waarin sprake is van een verhoging met 65 miljoen EUR ten behoeve van het milieu en duurzaam beheer van natuurlijke hulpbronnen als follow-up van de overeenkomst van Kopenhagen, terwijl deze verhoging gebaseerd is op de financiële programmering en niet op de begroting 2010 (de OB 2011 voorziet namelijk in een verlaging van 1,2 miljoen EUR van deze begrotingslijn ten opzichte van de begroting 2010, wat een reden tot bezorgdheid is); benadrukt dat het ’snelle start’-financieringspakket voor het klimaat aanvullend moet zijn en niet ten koste mag gaan van bestaande programma's voor ontwikkelingssamenwerking; uit zijn bezorgdheid met betrekking tot de coherentie en de zichtbaarheid van de Europese snelstartfinanciering en verzoekt de lidstaten informatie onmiddellijk ter beschikking te stellen van de Commissie ten einde volledige transparantie en het aanvullende karakter van de Europese bijdrage te verzekeren;
66. Considers the proposed increase for DCI to be appropriate, but deplores the misleading presentation by the Commission, which flags up an increase of EUR 65 million for the environment and sustainable management of natural resources as a follow-up to the Copenhagen Accord, whereas that increase is based on the financial programming and not on the 2010 budget (the 2011 DB in fact provides for a decrease of EUR 1.2 million against this line, as compared to the 2010 budget), which is a source of concern); insists that the ’fast start’ climate finance package must be additional and not come at the expense of existing development cooperation programmes; expresses concern regarding the coherence and visibility of the EU ’fast start’ finance contribution, and calls on the Member States to make information available to the Commission promptly so as to ensure the full transparency and additionality of the EU contribution;

(2) Na de kennisgeving door de Franse regering aan de voorzitter van de Raad van een verklaring om Verordening (EEG) nr. 1408/71 van toepassing te laten zijn op de twee Franse aanvullende pensioenstelsels ARRCO en AGIRC, is het noodzakelijk de toepassing van Verordening (EEG) nr. 1408/71 op de stelsels te vergemakkelijken door aan bijlage IV, deel C, en aan bijlage VI nieuwe punten toe te voegen, voornamelijk om rekening te houden met het aanvullende karakter van deze stelsels ten opzichte van de basisstelsels en met het feit dat de uitkeringen uit die stelsels berekend worden op grond van het aantal verworven pensioenpunten, ongeacht de vervulde verzekeringstijdvakken.
(2) Following the notification by the French Government to the President of the Council of a declaration making Regulation (EEC) No 1408/71 applicable to the two French supplementary pension schemes ARRCO and AGIRC, it seems appropriate to facilitate the application of that Regulation to the schemes by adding new points to Annex IV Part C and Annex VI thereto, chiefly to take account of the supplementary nature of these schemes by comparison with the basic regimes, and of the fact that the benefits they grant are calculated on the basis of the number of pension points acquired, independently of the periods completed.

De Commissie draagt samen met de lidstaten en op basis van een wederzijdse en geregelde uitwisseling van informatie, ook ter plaatse, met name over de strategiedocumenten, de nationale indicatieve programma's (NIP), de jaarlijkse financieringsplannen, alsook over de voorbereiding van projecten en de follow-up van de uitvoering ervan, zorg voor de effectieve coördinatie van de bijstand van de Gemeenschap - de Europese Investeringsbank (EIB) daaronder begrepen - en de afzonderlijke lidstaten om de samenhang en het aanvullende karakter van hun samenwerkingsprogramma's te versterken.
1. The Commission shall, in liaison with the Member States and on the basis of a reciprocal and regular exchange of information, including exchange of information on the spot, especially with regard to strategy papers, the national indicative programmes (NIP), annual financing plans, and the preparation of projects and monitoring of their implementation, ensure the effective coordination of the assistance efforts undertaken by the Community, including the European Investment Bank (hereinafter referred to as 'the Bank'), and individual Member States, in order to increase the coherence and complementarity of their cooperation programmes.
