TRADUCTIONS EN CONTEXTE

1. In aanvulling op het initiële voorfinancieringsbedrag dat is betaald overeenkomstig artikel 134, lid 1, onder b), van Verordening (EU) nr. 1303/2013, wordt in 2015 een aanvullend initieel voorfinancieringsbedrag uit de specifieke toewijzing voor het YEI betaald voor alle operationele programma's die door het YEI worden gesteund, ongeacht de vorm van de regeling van de programmering volgens artikel 18 van deze verordening, teneinde de initiële voorfinanciering van de specifieke toewijzing voor het YEI te verhogen tot 30 % (het „aanvullend initieel voorfinancieringsbedrag”).

In addition to the initial prefinancing amount paid in accordance with point (b) of Article 134(1) of Regulation (EU) No 1303/2013, an additional initial prefinancing amount from the specific allocation for the YEI shall be paid in 2015 for all operational programmes supported by the YEI, irrespective of the form of the programming arrangement in accordance with Article 18 of this Regulation, in order to increase the initial prefinancing from the specific allocation for the YEI to 30 % (the “additional initial prefinancing amount”).

In addition to the initial pre-financing amount paid in accordance with point (b) of Article 134(1) of Regulation (EU) No 1303/2013, an additional initial pre-financing amount from the specific allocation for the YEI shall be paid in 2015 for all operational programmes supported by the YEI, irrespective of the form of the programming arrangement in accordance with Article 18 of this Regulation, in order to increase the initial pre-financing from the specific allocation for the YEI to 30 % (the ‘additional initial pre-financing amount’).

66. Considers the proposed increase for DCI to be appropriate, but deplores the misleading presentation by the Commission, which flags up an increase of EUR 65 million for the environment and sustainable management of natural resources as a follow-up to the Copenhagen Accord, whereas that increase is based on the financial programming and not on the 2010 budget (the 2011 DB in fact provides for a decrease of EUR 1.2 million against this line, as compared to the 2010 budget), which is a source of concern); insists that the ’fast start’ climate finance package must be additional and not come at the expense of existing development cooperation programmes; expresses concern regarding the coherence and visibility of the EU ’fast start’ finance contribution, and calls on the Member States to make information available to the Commission promptly so as to ensure the full transparency and additionality of the EU contribution;

Expresses serious concern that the "governance profiles" developed by the Commission for each ACP country, which will guide programming for development assistance in relation to the EUR 2,700,000,000 additional funds under the 10th EDF, have been prepared without any participatory element; notes that eligibility for additional funds of beneficiary countries has been judged according to a set of criteria relating to such issues as migration, trade liberalisation and the fight against terrorism, with only one criterion directly linked to the MDGs; expresses dismay that the Commission's "profiles" risk hollowing out the APRM process and that, only after the programming of the additional fund is over, does the Commission propose to launch, outside the APRM process, a "Governance Forum", and that "in order to facilitate more effective support to the Pan-African governance architecture (.) the EU will explore new avenues to pull Community and Member States funding"; calls on the Commission to consult and inform the European Parliament and the Council on the follow-up and the implementation of these funds in order to make sure they are allocated to governance initiatives, to support the AU governance agenda and the APRM process;

The programming and management of the Structural Funds should be simplified having regard to their specific features by providing for operational programmes to be financed by either the ERDF or the ESF, with each being able to finance in a complementary and limited fashion actions which fall under the scope of the other Fund.

Bovendien dient de lidstaten te worden toegestaan om als aanvullende financiering voor plattelandsontwikkeling waarvoor communautaire steun wordt toegekend, staatssteun te verlenen volgens een procedure waarbij die staatssteun overeenkomstig het bepaalde in de onderhavige verordening als onderdeel van de programmering wordt gemeld.
Moreover, Member States should be authorised to grant State aid, intended to provide additional financing for rural development for which Community support is granted, under a notification procedure in accordance with the provisions of this Regulation as part of programming.

Staatssteun die tot doel heeft aanvullende financiering te verschaffen voor plattelandsontwikkeling waarvoor communautaire steun wordt verleend, wordt overeenkomstig deze verordening door de lidstaten gemeld en door de Commissie goedgekeurd als onderdeel van de in artikel 16 bedoelde programmering.
State aid intended to provide additional financing for rural development for which Community support is granted, shall be notified by Member States and approved by the Commission in accordance with this Regulation as part of the programming referred to in Article 16.
