56. merkt op dat de toenemende Chinese aanwezigheid in Afrika heeft bijgedragen tot economische ontwikkeling, waarbij de nadruk vooral ligt op infrastructuurprojecten; constateert met voldoening dat de Chinese leiders de ernstige kritiek op hun onevenwichtige, op grondstoffen gerichte Afrikabeleid tijdens het Forum van de Chinees-Afrikaanse samenwerking (FOCAC), op 20 juli 2012 in Peking, ter harte hebben genomen, hetgeen blijkt uit de huidige duidelijke bevordering van een diversificatie van de Chinese activiteiten op het Afrikaanse continent; is verheugd over de belofte van staat- en partijleider Hu Jintao op deze FOCAC-bijeenkomst om de komende drie jaar een recordkrediet van 20 miljard dollar te verlenen aan Afrikaanse landen voor de ontwikkeling van hun infrastructuur, landbouw, industrie en kmo's; is verheugd over de steun die China heeft uitgesproken voor het Initiatief voor transparantie van winningsindustrieën (EITI) en moedigt de Chinese autoriteiten aan om de wereldwijde trend naar meer transparantie te volgen en hun concrete inzet op dit gebied te vergroten; verzoekt de Europese Unie waakzaam te blijven wat de politieke, economische, sociale en milieu-invloed van de toenemende Chinese investeringen in Afrika betreft;

Notes that the increasing Chinese presence in Africa has contributed to economic development, with a particular focus on infrastructure projects; appreciates the Chinese leadership’s acknowledgement of the serious criticism of its imbalanced, raw-material-centred African policy during the Forum on China-Africa Cooperation (FOCAC), held in Beijing on 20 July 2012, as demonstrated by its current open promotion of a diversification of its activities on the African continent; welcomes the pledge by State and Party leader Hu Jintao at this FOCAC meeting of a record credit of USD 20 billion to African countries over the next three years for developing their infrastructure, agriculture, manufacturing and SMEs; welcomes the support expressed by China for the Extractive Industries Transparency Initiative (EITI) and encourages the Chinese authorities to follow the global trend towards more transparency and to increase their concrete commitments in this area; calls on the EU to remain vigilant about the political, economic, social and environmental impact of China’s growing investments in Africa;

The Commission considers that the presence of vessels flagged to Vanuatu fishing illegally in the IOTC Convention Area is a clear indication that Vanuatu has failed to exercise its responsibilities effectively, to comply with RFMO conservation and management measures and to ensure that its vessels do not engage in any activity which undermines the effectiveness of such measures.

What we demand in this report is, firstly, a stronger commitment in terms of military presence, because without that we shall get nowhere; secondly, a stepping-up of the commitment to improve democratic structures in the new Republic of Afghanistan, which has fallen into a situation of total lawlessness over the past 30 or more years and, worst of all, lies at the heart of international terrorism.
