1. neemt nota van het voorstel van de Commissie een actieplan voor een duurzame bosbouw op te stellen en benadrukt dat de bevoegdheid van de EU op het gebied van het bosbouwbeleid zeer beperkt is en dat ook zal blijven; stelt vast dat er bij alle besluiten over de Europese bossen van moet worden uitgegaan dat deze zeer verschillend van aard zijn en met zeer uiteenlopende ecologische uitdagingen worden geconfronteerd; is derhalve van mening dat het EU-actieplan voor duurzame bosbouw in overeenstemming moet zijn met de internationale verplichtingen van de EU en haar lidstaten en daarnaast in sterke mate rekening moet houden met het subsidiariteitsbeginsel en moet voortbouwen op de nationale bosbouwprogramma’s.
1. Notes the Commission’s proposal to introduce an action plan for sustainable forestry and stresses that the EU’s responsibility in the field of forestry policy is and should remain very limited; stresses that the basic perspective for all decision-making affecting European forests must be that European forests differ substantially from each other and face different environmental challenges; considers, therefore, that the EU action plan for sustainable forestry must be consistent with the international commitments of the EU and its Member States, and be drawn up with the subsidiarity principle to the fore and be based on the national forestry programmes.

(7 bis) De Commissie dient het Europees Parlement en de Raad een jaarverslag voor te leggen met een analyse van de tenuitvoerlegging van de Internationale Overeenkomst inzake tropisch hout 2006 en van maatregelen om de nadelige gevolgen van de handel voor de tropische bossen te minimaliseren, waaronder overeenkomstig het programma Wetshandhaving, bestuur en handel in de bosbouw (FLEGT) gesloten bilaterale overeenkomsten.
(7a) The Commission should submit to the European Parliament and the Council an annual report with an analysis of the implementation of the International Tropical Timber Agreement, 2006 and of measures to minimise the negative impact of trade on tropical forests, including bilateral agreements concluded pursuant to the Forest Law Enforcement, Governance and Trade (FLEGT) programme.

(7 bis) De Commissie legt het Europees Parlement en de Raad een jaarverslag voor met een analyse van de tenuitvoerlegging van de Internationale Overeenkomst inzake tropisch hout 2006 en van maatregelen om de nadelige gevolgen van de handel voor de tropische bossen te minimaliseren, waaronder overeenkomstig het programma Wetshandhaving, bestuur en handel in de bosbouw (FLEGT) gesloten bilaterale overeenkomsten.
