(10) Overwegende dat de Commissie uit hoofde van artikel 93, lid 1, van het Verdrag verplicht is om tezamen met de lidstaten alle bestaande steunregelingen aan een voortdurend onderzoek te onderwerpen; dat het met het oog op het nakomen van deze verplichting en om de hoogste mate van doorzichtigheid en passende controle te verzekeren, dienstig is dat de Commissie een betrouwbaar, en voor alle lidstaten toegankelijk, systeem tot stand brengt om inlichtingen te registreren en te bewaren over de toepassing van de verordeningen van de Commissie en dat zij alle nodige inlichtingen van de lidstaten ontvangt over de tenuitvoerlegging van steunmaatregelen die van de verplichting tot aanmelding zijn vrijgesteld, die samen met de lidstaten kunnen worden besproken en geëvalueerd in het Adviescomité inzake overheidssteun; dat het hiertoe ook passend is dat de Commissie de overlegging kan eisen van alle inlichtingen die nodig zijn om de efficiëntie van dit onderzoek te verzekeren;
(10) Whereas in accordance with Article 93(1) of the Treaty the Commission is under an obligation, in cooperation with Member States, to keep under constant review all systems of existing aid; whereas for this purpose and in order to ensure the largest possible degree of transparency and adequate control it is desirable that the Commission ensures the establishment of a reliable system of recording and storing information about the application of the regulations it adopts, to which all Member States have access, and that it receives all necessary information from the Member States on the implementation of aid exempted from notification to fulfil this obligation, which may be examined and evaluated with the Member States within the Advisory Committee; whereas for this purpose it is also desirable that the Commission may require such information to be supplied as is necessary to ensure the efficiency of such review;

(12) Overwegende dat de Commissie, in nauwe en voortdurende samenwerking met de lidstaten, de mogelijkheid zou moeten hebben om nauwkeurig de werkingssfeer van die verordeningen en van de daaraan verbonden voorwaarden te omschrijven; dat het dienstig is om, met het oog op de samenwerking tussen de Commissie en de bevoegde autoriteiten in de lidstaten, een Adviescomité inzake overheidssteun op te richten dat geraadpleegd moet worden voordat de Commissie uit hoofde van deze verordening verordeningen vaststelt,
