For other support from the EAGGF Guidance or Guarantee Section in all Member States concerned as provided for in Articles 29 to 32 of Regulation (EC) No 1260/1999, owing to the overlapping of the current and new programming periods, from 1 January 2007 to the final date of eligibility for expenditure fixed in the Decisions approving Community support, a number of transitional arrangements should be made in terms of general principles and as regards certain rural development measures, including those involving multiannual commitments.

Derhalve dienen Verordening (EG) nr. 296/96 van de Commissie van 16 februari 1996 betreffende de door de lidstaten te verstrekken gegevens en de maandelijkse boeking van de uit de afdeling Garantie van het Europees Oriëntatie- en Garantiefonds voor de Landbouw (EOGFL) gefinancierde uitgaven , alsmede tot intrekking van Verordening (EEG) nr. 2776/88 en Beschikking C/2004/1723 van de Commissie van 26 april 2004 tot vaststelling van de vorm van de door de lidstaten te verstrekken documenten ten behoeve van de boeking van de uit de afdeling Garantie van het EOGFL gefinancierde uitgaven te worden ingetrokken.
Commission Regulation (EC) No 296/96 of 16 February 1996 on data to be forwarded by the Member States and the monthly booking of expenditure financed under the Guarantee Section of the Agricultural Guidance and Guarantee Fund (EAGGF) and repealing Regulation (EEC) No 2776/88 and Commission Decision C/2004/1723 of 26 April 2004 on the form of documents to be transmitted by the Member States for entry in the accounts of expenditure financed by the EAGGF Guarantee Section should therefore be repealed.

Derhalve dienen Verordening (EG) nr. 296/96 van de Commissie van 16 februari 1996 betreffende de door de lidstaten te verstrekken gegevens en de maandelijkse boeking van de uit de afdeling Garantie van het Europees Oriëntatie- en Garantiefonds voor de Landbouw (EOGFL) gefinancierde uitgaven (7), alsmede tot intrekking van Verordening (EEG) nr. 2776/88 en Beschikking C/2004/1723 van de Commissie van 26 april 2004 tot vaststelling van de vorm van de door de lidstaten te verstrekken documenten ten behoeve van de boeking van de uit de afdeling Garantie van het EOGFL gefinancierde uitgaven (8) te worden ingetrokken.

2. Dergelijke maatregelen worden met name vastgesteld om bestaande communautaire steun die de Commissie heeft goedgekeurd uit hetzij de afdeling Oriëntatie, hetzij de afdeling Garantie van het EOGFL voor een periode die na 1 januari 2007 eindigt, in te passen in de steun voor plattelandsontwikkeling waarin deze verordening voorziet, en om de evaluaties achteraf van de programma's voor de periode 2000-2006 te bestrijken.
2. Such measures shall in particular be adopted to integrate existing Community support approved by the Commission from either the EAGGF Guidance or Guarantee section for a period ending after 1 January 2007 into the rural development support provided for by this Regulation and to cover ex post evaluations of the programmes of the period 2000-2006.

Overwegende dat het voorts dienstig is in een minimumaantal controles van de handelsdocumenten te voorzien; dat dit aantal dient te worden vastgesteld volgens een methode waarmee wordt voorkomen dat belangrijke verschillen tussen de Lid-Staten ontstaan als gevolg van de specifieke structuur van hun uitgaven in het kader van de afdeling Garantie van het EOFGL; dat deze methode kan worden vastgesteld door het aantal ondernemingen met een zeker gewicht in het kader van de financieringsregeling van de afdeling Garantie van het EOGFL, als referentieaantal te nemen;
Whereas, furthermore, it is necessary to provide for a minimum number of inspections of commercial documents; whereas this number must be determined by a method which precludes substantial differences between the Member States by virtue of differences in the structure of their expenditure under the Guarantee Section of the EAGGF; whereas this method may be established by referring to the number of undertakings of a certain importance in the system of financing by the Guarantee Section of the EAGGF;
