2. is van mening dat het informatiesysteem voor de interne markt (IMI) en het één-loketsysteem doordat zij een hoge mate van administratieve samenwerking tussen alle betrokken instanties vereisen, de weg kunnen effenen naar meer interoperabiliteit en de ontwikkeling van netwerken op nationaal, regionaal en plaatselijk niveau in de gehele EU; is van mening dat in de opstelling van voorschriften en procedures voor de werking daarvan een mate van soepelheid moet worden ingebouwd overeenkomstig de regionale verscheidenheid op EU-niveau en dat maatregelen voor dit doel in een geest van samenwerking en na werkelijk overleg op plaatselijk en regionaal niveau moeten worden vastgesteld; is van mening dat de één-loket-aanspreekpunten voorts moeten worden aangemoedigd te werk te gaan volgens het veeltaligheidsbeginsel zodat de administratieve procedures nauwkeuriger zijn afgesteld op de behoeften en doelmatige, rechtstreekse en snelle communicatie mogelijk wordt; is van mening dat het in dit opzicht nuttig zou zijn als de één-loket-aanspreekpunten meertalige websites hadden; stelt echter vast dat erop dient te worden toegezien dat dit voor de betrokken partijen, met name plaatselijke en regionale overheden, geen extra lasten met zich meebrengt;

Believes that the Internal Market Information System and the points of single contact – because they demand a great effort of administrative cooperation between all the authorities involved – may pave the way for further interoperability and networking at national, regional and local level across the EU; considers that the establishment of rules and procedures regarding the operation thereof must allow for a degree of flexibility in accordance with regional diversity at EU level and that, for this purpose, any measures should be adopted in partnership and after genuine debate at local and regional level; takes the view that, in addition, the points of single contact should be encouraged to adhere to the principle of multilingualism so that administrative procedures are more closely geared to needs, and effective, direct and rapid communication is facilitated; takes the view that it would be useful here for the points of single contact to have multilingual websites; notes, however the need to ensure that this does not impose additional burdens on the parties concerned, especially local and regional authorities;
