2. ad algemene cijfers: betreurt dat de Raad de vastleggingskredieten in de ontwerpbegroting (OB) 2008 met 717 miljoen EUR heeft verminderd ten opzichte van het voorontwerp van begroting (VOB), zodat de vastleggingskredieten zijn teruggebracht tot 128 401 miljoen EUR; maakt ernstig bezwaar tegen de bezuinigingen die de Raad heeft aangebracht in het totaalbedrag aan betalingen in de OB met 2 123 miljoen EUR, waardoor voor betalingen het totaalbedrag overblijft van 119 410 miljoen EUR, equivalent aan 0,95% van het BNI van de EU, waardoor een marge openblijft van meer dan 10 miljard EUR beneden het plafond voor betalingen in het Meerjarig Financieel Kader (MFK) voor 2008;
2. On overall figures, deplores the fact that the Council reduced commitment appropriations in the Draft Budget (DB) 2008 by EUR 717 million relative to the preliminary draft budget (PDB), such that commitment appropriations were reduced to EUR 128 401 million; takes a strong position against Council's cuts to overall payments in the DB by EUR 2 123 million which left total payments at EUR 119 410 million, equivalent to 0,95% of EU GNI, thus leaving a margin of more than EUR 10 billion beneath the payments ceiling of the multi-annual financial framework (MFF) for 2008;

Ten aanzien van de uitgaven van het GBVB die overeenkomstig artikel 28 van het Verdrag betreffende de Europese Unie ten laste van de algemene begroting van de Europese Gemeenschappen komen, trachten de instellingen elk jaar volgens de in bijlage II, onder C, bedoelde overlegprocedure en op de grondslag van het door de Commissie opgestelde voorontwerp van begroting overeenstemming te bereiken over de op de begroting van de Gemeenschappen aan te rekenen huishoudelijke uitgaven en de verdeling ervan over de in de vierde alinea van dit punt voorgestelde artikelen van het hoofdstuk „GBVB” van de begroting.
As regards CFSP expenditure which is charged to the general budget of the European Communities in accordance with Article 28 of the Treaty on European Union, the institutions will endeavour, in the conciliation procedure provided for in Annex II, Part C, and on the basis of the preliminary draft budget established by the Commission, to secure agreement each year on the amount of the operating expenditure to be charged to the Community budget and on the distribution of this amount between the articles of the CFSP budget chapter suggested in the fourth paragraph of this Point.

Without agricultural expenditure, the preliminary draft budget makes provision for an increase in commitment appropriations, i.e. the financial commitments which can be entered into, of 1% in comparison with last year.

39. Voor de uitgaven van het GBVB die overeenkomstig artikel 28 van het Verdrag betreffende de Europese Unie op de algemene begroting der Europese Gemeenschappen worden aangerekend, trachten de instellingen elk jaar in het raam van de in bijlage III bedoelde overlegprocedure en op basis van het door de Commissie opgestelde voorontwerp van begroting overeenstemming te bereiken over de op de begroting van de Gemeenschappen aan te rekenen operationele uitgaven en de verdeling ervan over de in de vierde alinea van dit punt voorgestelde artikelen van het hoofdstuk "GBVB" van de begroting.
39. For the CFSP expenditure charged to the general budget of the European Communities in accordance with Article 28 of the Treaty on European Union, the institutions will endeavour, in the conciliation procedure provided for in Annex III and on the basis of the preliminary draft budget established by the Commission, to secure each year agreement on the amount of the operational expenditure to be charged to the Community budget and on the distribution of this amount between the articles of the CFSP budget chapter suggested in the fourth subparagraph of this paragraph.
