In de eerste plaats heeft de Commissie, met betrekking tot verkeerscontroles, in de aanbeveling van 6 april 2004 aangedrongen op een uitbreiding van willekeurige controles van het alcoholgehalte in het bloed met behulp van een doeltreffend apparaat om alcohol in het bloed te meten middels de analyse van uitgeademde lucht. Dit apparaat kan gebruikt worden op plaatsen en tijdstippen waarop geregeld overmatige alcoholconsumptie door bestuurders wordt geconstateerd.
First and foremost, with regard to road checks, in the recommendation of 6 April 2004, the Commission pushed to intensify random checks on blood-alcohol levels through an effective device to measure alcohol in blood through an analysis of exhaled air, to be used in those places and at the times in which excessive consumption of alcohol by drivers is regularly observed.
