In deze fase wil de Commissie de mening van de sociale partners peilen over de vraag of optreden op het niveau van de Europese Unie inzake de arbeidstijdenrichtlijn nodig is, en over de draagwijdte van zo’n initiatief.
In this phase, the Commission is looking for the social partners’ views on whether action is needed at European Union level on the Working Time Directive, and on the scope of such an initiative.

Expresses serious concern at the Commission's intention to propose a revision of the Working Time Directive 'to adapt the Directive to new realities' and to clarify its implementation 'in particular as regards the problem of on-call time'; reminds the Commission that Parliament opposed the proposals from the Commission and the Council to weaken the existing Working Time Directive and that consequently the conciliation procedure on this dossier failed in the last parliamentary term for good reasons; warns the Commission of any attempt to water down the Working Time Directive when proposing a new revision of that Directive;

That does not mean that we do not want to see the Working Time Directive for drivers enforced, and I would indeed call on the Commission to monitor implementation of the Working Time Directive and ensure that all countries monitor and enforce it in a uniform manner, so that there is no distortion of competition in this area, either.

Wat arbeidstijden betreft is de sectorale arbeidstijdenrichtlijn 2002/15/EG als gewijzigd beduidend strenger dan de algemene arbeidstijdenrichtlijn 93/104/EG als gewijzigd, daar eerstgenoemde voorziet in een maximale wekelijkse arbeidstijd van 60 uur en geen mogelijkheid biedt af te wijken van de gemiddelde wekelijkse arbeidstijd van 48 uur.
However, in terms of working time, the sectoral working time Directive 2002/15/EC is considerably stricter than the general working time Directive 93/104/EC as amended, by imposing an overall weekly maximum working time of 60 hours, and excluding an ‘opt out’ clause from the average weekly working time of 48 hours.
