Bij Richtlijn 91/71/EEG van de Commissie van 16 januari 1991 tot aanvulling van Richtlijn 88/388/EEG van de Raad betreffende de onderlinge aanpassing van de wetgevingen der lidstaten inzake aroma’s voor gebruik in levensmiddelen en de uitgangsmaterialen voor de bereiding van die aroma’s wordt de etikettering van aroma’s geregeld.
Commission Directive 91/71/EEC of 16 January 1991 completing Council Directive 88/388/EEC on the approximation of the laws of the Member States relating to flavourings for use in foodstuffs and to source materials for their production lays down rules on the labelling of flavourings.

Het gewijzigde voorstel houdt in dat wetgeving over additieven ook van toepassing is op aroma's, waardoor wordt bewerkstelligd dat additieven niet "via een achterdeur" in het voedsel terecht kunnen komen doordat zij in een aroma zijn opgenomen.
The amended proposal means that legislation on additives also applies to flavourings, thus ensuring that additives cannot gain "back-door" entry to food by being incorporated in a flavouring.

2. 2. The word "natural" or any other word having substantially the same meaning may be used only for flavourings in which the flavouring component contains exclusively flavouring substances as defined in Article 1(2)(b)(i) of Council Directive 88/388/EEC of 22 June 1988 on the approximation of the laws of the Member States relating to flavourings for use in foodstuffs and to source materials for their production(1) and/or flavouring preparations as defined in Article 1(2)(c) of the said Directive.
