In order to achieve a balance between the need for better targeting, greater coherence and transparency on the one hand, and better promoting sustainable development and good governance through a unilateral trade preference scheme on the other hand, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of amendments to the Annexes to this Regulation and temporary withdrawals of tariff preferences due to failure to adhere to the principles of sustainable development and good governance, as well as procedural rules regarding the submission of applications for the tariff preferences granted under the special incentive arrangement for sustainable development and good governance, the conduct of a temporary withdrawal and safeguard investigations in order to establish uniform and detailed technical arrangements.

10. Recognises the importance of the arms industry for growth and innovation, in addition to its fundamental role of supplying vital capabilities; recalls states’ legitimate interest in acquiring conventional arms, exercising their right to self-defence and producing exporting, importing and transferring conventional arms; recalls also that it is in the best interest of States Parties to ensure that the arms industry complies with international law and binding arms control regimes, so as to preserve and protect the fundamental principles of democracy, the rule of law, human rights and humanitarian law, and to promote conflict prevention and conflict resolution;

A. whereas the EU’s evolving common foreign security and energy policy should, in line with the principle of conditionality, include Russia as a strategic partner provided that the fundamental values upon which the Union is based, including democracy, the rule of law, the universality and indivisibility of human rights and fundamental freedoms, respect for human dignity, the principles of equality and solidarity, and respect for the principles of the UN Charter and international law, are shared and upheld; whereas Russia is a country whose cultural roots lie in Europe and is an important global and regional player, as a member of the UN Security Council, the G-8, the G-20, the Council of Europe and the OSCE and therefore bound to meet its obligations as a member of those organisations, with particular regard to the Council of Europe’s monitoring report of October 2012;

62. benadrukt tevens dat de EU de in artikel 208 VWEU vastgelegde verplichting tot het voeren van een samenhangend ontwikkelingsbeleid moet nakomen; is van mening dat gezien het feit dat de EU fungeert als gastland voor bedrijven die investeren in winningsactiviteiten, zij invloed moet uitoefenen op hun gedrag om duurzamere praktijken te stimuleren, bijvoorbeeld door aanscherping van de normen inzake corporate governance en van de regelgeving voor banken en fondsen die hen financieren, onder meer via de „Equator Principles”, de VN-beginselen inzake verantwoord beleggen, en de regels van de Europese Investeringsbank en het Comité van Bazel voor het bankentoezicht;
62. Stresses that the EU’s obligation to ensure policy coherence for development, enshrined in Article 208 TFEU, must be respected; takes the view that, in hosting companies investing in extractive activities, the EU should influence their behaviour to encourage more sustainable practices, such as by strengthening corporate governance standards and regulations applied to the banks and funds that finance them, including by enforcing the Equator Principles, the principles of responsible investment, and the rules of the European Investment Bank and the Basel Committee on Banking Supervision;

28. Bij de uitoefening van hun bevoegdheden en het nakomen van hun verantwoordelijkheden krachtens deze richtlijn, treden deze organen op in overeenstemming met de VN-beginselen van Parijs met betrekking tot de status en de werking van de nationale instellingen voor de bescherming en de bevordering van de mensenrechten.
28. In exercising their powers and fulfilling their responsibilities under this Directive, these bodies should operate in a manner consistent with the United Nations Paris Principles relating to the status and functioning of national institutions for the protection and promotion of human rights.

3. De officiële controles overeenkomstig deze verordening doen geen afbreuk aan de primaire wettelijke verantwoordelijkheid van de exploitanten van levensmiddelenbedrijven voor de voedselveiligheid zoals neergelegd in Verordening (EG) nr. 178/2002 van het Europees Parlement en de Raad van 28 januari 2002 tot vaststelling van de algemene beginselen en voorschriften van de levensmiddelenwetgeving, tot oprichting van een Europese Autoriteit voor voedselveiligheid en tot vaststelling van procedures voor voedselveiligheidsaangelegenheden , noch aan de burgerlijke of strafrechtelijke aansprakelijkheid die voortvloeit uit het niet nakomen van hun verplichtingen.
3. The performance of official controls pursuant to this Regulation shall be without prejudice to food business operators' primary legal responsibility for ensuring food safety, as laid down in Regulation (EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority, and laying down procedures in matters of food safety , and any civil or criminal liability arising from the breach of their obligations.
