Het EESC steunt het voorstel om na te gaan of er mogelijkheden zijn om een begrotingscapaciteit voor de eurozone op te bouwen die zou moeten zorgen voor het in stand houden van essentiële investeringsniveaus in de eurozone in productieve infrastructuur zoals vervoer, stadsvernieuwing, onderwijs, onderzoek en groene transformatie .
The EESC supports the proposal to explore the possibilities to build up a fiscal capacity for the euro area, the aim of which would be to maintain essential investment levels in the euro area in productive infrastructure such as transport, urban renewal, education, research and green transformation .

36. is van mening dat het optreden van de ECB moet worden beoordeeld in de context van het huidige debat over de toekomst van de EMU; wijst erop dat het heeft aangedrongen op een uitbreiding van de begrotingscapaciteit van de EMU in het kader van de EU-begroting en op basis van specifieke eigen middelen (o.a. middels een belasting op financiële transacties), ter ondersteuning van de groei en de sociale cohesie en ter rechtzetting van de onevenwichtigheden, structurele ongelijkheden en financiële noodsituaties die rechtstreeks verband houden met de monetaire unie, zonder dat daarmee haar traditionele functies als financieringsbron voor gemeenschappelijke beleidsvormen mogen worden uitgehold; is van mening dat een dergelijke uitbreiding van de begrotingscapaciteit de samenstelling van de beleidsmix in de EMU aanzienlijk zou verbeteren;

Considers that the ECB's actions should be assessed in the context of the current debate on the future of the EMU; points out that it has called for an increased budgetary capacity for the EMU, in the framework of the EU budget and based on specific own-resources (including a financial transaction tax), to support growth and social cohesion, and to address imbalances, structural divergences and financial emergencies which are directly connected to the monetary union, without undermining its traditional functions to finance common policies; considers that such a budgetary capacity would significantly improve the policy-mix in the EMU;

is er stellig van overtuigd dat elke nieuwe begrotingscapaciteit voor lidstaten van de eurozone gericht op aanpassingen aan voor elke lidstaat specifieke asymmetrische schokken en structurele hervormingen en waarvan de begrotingstaken niet door het MFK worden gedekt moet worden ontwikkeld binnen het kader van de Unie en dat hierover naar behoren democratische verantwoording moet worden afgelegd bij de bestaande instellingen; brengt in herinnering dat overeenkomstig de verdragen, elke nieuwe begrotingscapaciteit deel moet uitmaken van de EU-begroting, waarbij de eenheid ervan wordt geëerbiedigd; is verder van mening dat om de zichtbaarheid te vergroten en de additionaliteit te waarborgen van een dergelijke nieuwe begrotingscapaciteit, er een speciale nieuwe rubriek in het MFK moet worden gecreëerd; verwerpt ten stelligste elke poging om de plafonds van het voorstel van de Commissie inzake het MFK te verlagen om middelen zeker te stellen voor deze nieuwe capaciteit;
Expresses its firm conviction that any new fiscal capacity for eurozone Member States aiming at adjustments to country- specific asymmetric shocks and structural reforms and whose fiscal functions are not covered by the MFF must be developed within the Union framework and must be subject to proper democratic accountability through the existing institutions; recalls that, as laid down in the Treaties, any new budgetary capacity must be part of the EU budget, thereby respecting its unity; believes, moreover, that in order to improve visibility and ensure the additionality of such a new budgetary capacity, a special new heading of the MFF should be created; strongly rejects any attempt to reduce the ceilings of the Commission’s proposal on the MFF in order to secure resources for this new capacity;

gaat ervan uit dat deze eventueel in te voeren begrotingscapaciteit van de EMU op korte termijn separaat van het MFK zou moeten worden behandeld en op langere termijn als een aparte specifieke begrotingsprocedure voor de EMU, maar alleen op voorwaarde dat de Verdragsbepalingen worden nageleefd teneinde transparantie en democratisch toezicht te waarborgen;
assumes that, if fiscal capacity is introduced, it should be treated separately from the MFF in the short term and as a separate EMU-specific budgetary procedure in the longer term but only under the condition that the Treaty procedures are followed thereby safeguarding transparency and democratic supervision;
