Deze mededeling, waarin de nationale bijdragen aan het EFSI als begrotingsneutraal ten aanzien van het SGP worden beschouwd, vormt een ondersteuning van het door de Commissie gelanceerde investeringsplan.

18. Supports all the incentives proposed by the European Commission to finance the new European Fund for Strategic Investments (EFSI), mainly by making national contributions to the fund fiscally neutral as regards to the attainment of the MTO and to the required fiscal adjustment effort without modifying it in the preventive or the corrective arm of the SGP; notes the Commission's intention to refrain from launching an EDP if, only because of the additional contribution to the EFSI, a Member State deficit goes slightly and temporarily beyond the 3 % deficit limit; draws the attention on the SGP's vital contribution to confidence building when attracting foreign investments; stresses the importance of the additionality of the EFSI financing since EFSI-funded projects must, under no circumstances simply replace investment already planned and that net investment must, on the contrary, be effectively increased as a result;

Stresses the need for the participating institutions and bodies to devote the necessary staff and financial resources to the ESPAS system through each of their respective budgets, in full compliance with the Financial Regulation, and in particular Article 54(e) thereof, and in the context of the annual budgetary procedure, so as to ensure that this capability can be developed in a budgetarily neutral way in future years, underlines the need for the EU institutions to invest in staff with specific expertise to contribute fully to analysing and monitoring global trends as well as the expertise to identify options and make policy recommendations for the specific needs of each EU institution;

The organisation and financing of such a system could be best done on the basis of an administrative cooperation agreement between the four institutions and bodies currently involved - the Commission, Parliament, Council and European External Action Service - to be concluded in spring 2014, with each institution or body undertaking to maintain and participate in the system on a continuing basis, providing the necessary staff and financial resources through each of their respective budgets, in a budgetarily neutral way.

Bij de voorbereiding van deze voorstellen zal de Commissie nauw overleg plegen met het Europees Parlement en de Raad, en volledig rekening houden met het beginsel dat de tussenkomst van de EU-delegaties begrotingsneutraal moet zijn.
