Considers it necessary to assess the effectiveness of the policies pursued to date to combat drugs and, if need be, to improve them, taking account of the fact that this is a public health issue which affects society as a whole; stresses that it is vital, as part of a prevention policy, to draw attention to the disastrous consequences of drug consumption; recalls that pregnant women and young people should be regarded as vulnerable people requiring assistance by means of therapy, medical monitoring and programmes geared to reintegration into work and society in cooperation with civil society;
