De uiteenlopende, van elkaar afwijkende voorschriften van de genoemde lidstaten, met name de verschillende termijnen voor inenting en serologisch onderzoek, maakt het niet-commerciële verkeer van gezelschapsdieren in de EU nodeloos moeilijk en duur.
