Council Directive 77/311/EEC of 29 March 1977 on the approximation of the laws of the Member States relating to the driver-perceived noise level of wheeled agricultural or forestry tractors (3) has been substantially amended several times (4).

Richtlijn 77/311/EEG is één van de bijzondere richtlijnen van het bij Richtlijn 74/150/EEG van de Raad van 4 maart 1974 inzake de onderlinge aanpassing van de wetgevingen van de lidstaten betreffende de goedkeuring van landbouw- of bosbouwtrekkers op wielen geregelde EG-typegoedkeuringssysteem, thans geregeld in Richtlijn 2003/37/EG van het Europees Parlement en de Raad betreffende de typegoedkeuring van landbouw- of bosbouwtrekkers en aanhangwagens, verwisselbare getrokken machines, systemen, onderdelen en technische eenheden daarvan (5) en stelt de technische voorschriften vast betreffende het ontwerp en de constructie van landbouw- of bosbouwtrekkers met betrekking tot het geluidsniveau op oorhoogte van bestuurders.
Directive 73/311/EEC is one of the separate Directives of the EC type-approval system provided for in Council Directive 74/150/EEC of 4 March 1974 on the approximation of the laws of the Member States relating to the type-approval of wheeled agricultural or forestry tractors, as replaced by Directive 2003/37/EC of the European Parliament and of the Council of 26 May 2003 on type-approval of agricultural or forestry tractors, their trailers and interchangeable towed machinery, together with their systems, components and separate technical units (5), and lays down technical prescriptions concerning the design and construction of agricultural or forestry tractors, as regards driver-perceived noise level.

De proefsnelheid die is vastgesteld in de bijlagen I en II bij Richtlijn 77/311/EEG in verband met de in die richtlijn vastgestelde maximumwaarden voor het geluidsniveau op oorhoogte van bestuurders van landbouw- of bosbouwtrekkers op wielen, moet derhalve worden gelijkgetrokken met de proefsnelheid die in mondiale technische voorschriften of normen, zoals Code 5 van de OESO en ISO-norm 5131:1996 (6), wordt voorgeschreven.
In relation to the maximum limits laid down in Directive 77/311/EEC for the driver-perceived noise level of wheeled agricultural or forestry tractors, the test speed established in Annexes I and II to that Directive should therefore be harmonised with the test speed required in global technical regulations or standards such as OECD Code 5 and ISO 5131:1996 (6).
