Met deze verordening wordt een kader opgesteld om regelmatig statistieken van de Europese Unie (EU) te produceren inzake de betalingsbalans, de internationale handel in diensten en buitenlandse directe investeringen (DBI).

Tegen deze achtergrond, en na de voltooiing van de zesde beoordeling van het IMF-programma afgelopen september, heeft Tunesië om een vervolgovereenkomst met het IMF verzocht. Daarover wordt momenteel onderhandeld en de verwachting is dat deze overeenkomst medio 2016 ter goedkeuring aan de raad van bestuur van het IMF zal worden voorgelegd.
In this context, and following the completion of the sixth review of the IMF programme last September, Tunisia requested a successor arrangement with the IMF, which is currently under negotiation and expected to be sent for IMF Board approval by mid-2016.

(11) Aangezien er nog steeds een aanzienlijk resterend extern financieringstekort op de betalingsbalans van Oekraïne bestaat, dat de door het IMF en andere multilaterale instellingen verstrekte middelen te boven gaat, wordt de door de Unie aan Oekraïne toe te kennen macrofinanciële bijstand („de macrofinanciële bijstand van de Unie”) in de huidige uitzonderlijke omstandigheden beschouwd als een passende reactie op het verzoek van Oekraïne om in samenhang met het IMF-programma de economische stabilisatie te ondersteunen.
(11) Given that there is still a significant residual external financing gap in Ukraine's balance of payments over and above the resources provided by the IMF and other multilateral institutions, the Union’s macro-financial assistance to be provided to Ukraine (‛the Union's macro-financial assistance’) is, under the current exceptional circumstances, considered to be an appropriate response to Ukraine's request to support economic stabilisation in conjunction with the IMF programme.

(11) Aangezien er nog steeds sprake is van een aanzienlijk resterend extern financieringstekort op de betalingsbalans van Tunesië dat de door het IMF en andere multilaterale instellingen verstrekte middelen te boven gaat, en ondanks het feit dat Tunesië krachtige economische stabilisatie- en hervormingsprogramma's uitvoert, wordt de door de Unie aan Tunesië te verlenen macrofinanciële bijstand (de „macrofinanciële bijstand van de Unie”), onder de huidige uitzonderlijke omstandigheden, aangemerkt als een passende reactie op het verzoek van Tunesië om in samenhang met het IMF-programma de economische stabilisatie te ondersteunen.
(11) Given that there is still a significant residual external financing gap in Tunisia's balance of payments over and above the resources provided by the IMF and other multilateral institutions, and despite the implementation of strong economic stabilisation and reform programmes by Tunisia, the Union macro-financial assistance to be provided to Tunisia (‘the Union's macro-financial assistance’) is, under the current exceptional circumstances, considered to be an appropriate response to Tunisia's request to support economic stabilisation in conjunction with the IMF programme.

31. wijst erop dat het handelsintegratiemechanisme van het Internationaal Muntfonds (IMF), dat in 2004 ontworpen is om landen die moeilijkheden in de betalingsbalans ondervinden, de gevolgen van de handelsliberalisering te helpen dragen, aan de gebruikelijke beleidsvoorschriften en leningsvoorwaarden van het IMF onderworpen is en daarom wellicht niet in aanmerking komt voor landen die al een zware schuldenlast torsen en/of geen IMF-programma wensen; stelt met bezorgdheid vast dat het hier om het enig mechanisme voor specifiek handelsgebonden aanpassing gaat dat op multilateraal niveau beschikbaar is en dat er op dit ogenblik nog maar 3 landen gebruik van gemaakt hebben, namelijk Bangladesh, de Dominicaanse Republiek en Madagaskar;

Notes that the Trade Integration Mechanism (TIM) of the International Monetary Fund (IMF), which was devised in 2004 to help countries experiencing balance of payments difficulties to cope with the effects of trade liberalisation, is subject to usual IMF policy conditionality and terms of lending, and may therefore be unsuitable for countries that are already highly indebted and/or do not wish to have an IMF programme; acknowledges with concern that this is the only specific available multilateral mechanism for trade-related adjustment, and that it has to date only been utilised by three countries, namely Bangladesh, the Dominican Republic and the Republic of Madagascar;
