Polen daarentegen wenste te voorkomen dat het Handvest een beperking zou vormen voor het vaststellen van wetgeving op het gebied van de openbare zedelijkheid, familierecht, abortus, rechten van homoseksuelen, enz. Merkwaardig genoeg benadrukte Polen bij de goedkeuring van het Britse protocol dat terughoudendheid inhield ten opzichte van de sociale rechten als bedoeld in Titel IV, dat Polen (anders dan het Verenigd Koninkrijk), gezien de traditie van de beweging "Solidariteit" de sociale en werknemersrechten ten volle eerbiedigt.
4. Het leeuwedeel van de AES-fondsen gaat naar onderzoeksprojecten waarbij onderzoekers uit de door PHARE gesteunde staten en uit de EG zijn betrokken en die onderwerpen betreffen, welke duidelijk verband houden met het beleid in Midden- en Oost-Europa - privatisering, veranderingen in het beheer van staatsbedrijven, wederopbouw van de industrie, schuldbeheer, belastingen, sectoriële analyses (zoals bijvoorbeeld de ontwikkeling van het midden- en kleinbedrijf, buitenlandse investeringen en een verbetering van het milieu), een hervorming van de arbeidsmarkt, welvaartseconomie, enz. De AES, die in 1990 op gang werd gebracht met Polen en Hongarije (1,5 mln ecu) en waarbij zich het daaropvolgende jaar ook het voormalige Tsjechoslowakije, Roemenië, Bulgarije en het voormalige Joegoslavië aansloten (5 mln ecu), verstrekt giften voor studie- en onderzoeksbeurzen, waardoor er een uitwisseling van economische en onderzoekstechnieken tussen West- en Oost-Europa mogelijk wordt, die ook steun omvat voor het bijwonen van conferenties, seminars, enz. The lion's share of the ACE funds will go to research projects involving researchers from the PHARE beneficiary states and the EC on topics of clear policy relevance in Central Eastern Europe - privatisation, management changes in state enterprises, industrial reconstruction, debt management, taxation, sectoral analyses (e.g. SME development, foreign investment, environmental improvement), labour market reform, welfare economics etc. Launched in 1990 with Poland and Hungary (1.5 mecus) and joined the following year by the former Czechoslovakia, Romania, Bulgaria and the former Yugoslavia (5 mecus), ACE provides grants for scholarships and fellowships enabling an west-east exchange of economic and research techniques, including support for attending conferences, seminars etc. At the institutional level, the programme backs the formation and development of networks and multi-partner research projects.
