In haar in 2000 gepubliceerd speciaal verslag over de uitgaven voor gebouwen van het Hof van Justitie (bijgebouwen Erasmus en Thomas Moore, bijgebouw C) deed de Rekenkamer in paragraaf 21 (a) de volgende aanbeveling: “alvorens zich in een groot vastgoedproject van welke vorm of met welk doel ook (huur, huurkoop, aankoop enz.) te begeven, moeten de communautaire instellingen altijd vooraf toestemming van de begrotingsautoriteit krijgen;

29. stelt vast dat de werkzaamheden aan het eerste bijgebouw van de huidige gebouwen van de Rekenkamer in de loop van 2001 zullen beginnen en verwelkomt het engagement van het Hof om qua totale investeringskosten onder het maximum van 25 miljoen EUR te blijven (prijzen van 1998); is het ermee eens dat het tweede bijgebouw van de huidige gebouwen van de Rekenkamer, dat gepland is als voorbereiding op de uitbreiding, onmiddellijk op het eerste moet volgen, opdat extra kosten worden voorkomen; is van mening dat het door de Rekenkamer voorgestelde en door de begrotingsautoriteit goedgekeurde financieringsplan voor het eerste bijgebouw (vijf betalingen in de begrotingen 1999-2003) voorziet in een geschikt model voor de financiering van het tweede bijgebouw; stelt evenwel vast dat de herziening van het Financieel Reglement de Europese instellingen in staat kan stellen de financieringswijze te verbeteren;
29. Notes that work on the first extension to the Court's current premises will begin during 2001 and welcomes the Court's commitment to remain within the limit of EUR 25 million (1998 prices) for the total investment cost; agrees that the second extension to the Court's premises, which is planned in order to prepare for the forthcoming enlargement, should follow the first extension without delay, so that additional costs can be avoided; considers that the financing plan proposed by the Court for the first extension (five tranches in the 1999-2003 budgets) and endorsed by the budgetary authority, provides an appropriate model for the financing of the second extension; notes, however, that the recasting of the Financial Regulation could allow the European institutions to improve financing arrangements;
