3. onderstreept dat het VNP onherstelbare schade zou kunnen lijden als gevolg van olie-exploratie en -winning of andere illegale activiteiten; acht het onaanvaardbaar dat in 2007 concessies voor olieboringen binnen het VNP zijn verleend aan de Franse oliemaatschappij TOTAL en de Britse oliemaatschappij SOCO International, in schending van het Verdrag van Parijs voor de bescherming van cultureel en natuurlijk werelderfgoed, het Biodiversiteitsverdrag van 1992, het Ramsar-verdrag en de Congolese wetgeving; herinnert eraan dat hoewel TOTAL ermee instemde om nooit binnen de grenzen van het VNP proefboringen te verrichten (ook als de Congolese regering besluit de grenzen te verleggen) SOCO International wel in het VNP naar olie heeft geboord en in juli 2014 een seismologisch onderzoek heeft afgerond, waarvan de resultaten, die op de aanwezigheid van olie wijzen, aan de Congolese regering zijn overhandigd; vraagt de regering van de DRC om geen vergunning toe te kennen aan een andere exploitant;
3. Emphasises that irreversible damage to the VNP could occur as a result of the exploration and exploitation of oil or other illegal activities; deems it unacceptable that oil concessions in the VNP were granted in 2007 to the French oil company TOTAL and the British oil company SOCO International, in violation of the Paris Convention on the Protection of World Cultural and Natural Heritage, the 1992 Convention on Biological Diversity, the Ramsar Convention and Congolese law, recalls that, while TOTAL agreed never to explore within the boundaries of the VNP (even if the Congolese Government decides to change the boundaries), SOCO International has carried out oil exploration in the VNP and concluded a seismic survey in July 2014, the results of which were submitted to the Congolese Government and attest to the presence of oil; calls on the DRC Government not to award a licence to another operator;

Hierdoor vond de eerste vergadering van de partijen bij het protocol (COP-MOP 1) plaats op de volgende geplande tweejaarlijkse bijeenkomst op hoog niveau van het Verdrag inzake biologische diversiteit (Biodiversiteitsverdrag) van 13 tot en met 17 oktober 2014 in Zuid-Korea.

The Nagoya Protocol implements the third objective of the CBD, a concept known as ‘access and benefit sharing’ (ABS), which includes the fair and equitable sharing of the benefits arising from the utilisation of genetic resources as well as appropriate access to genetic resources and appropriate transfer of relevant technologies.

De Raad verbindt zich ertoe – en dat is belangrijk – dit protocol tijdens de COP-10 af te ronden aangezien het een heel belangrijke bijdrage zal leveren tot de verwezenlijking van alle doelstellingen van het biodiversiteitsverdrag. De ontwikkeling en de uitvoering van het ABS-protocol moeten als een integraal onderdeel van het proces rond het biodiversiteitsverdrag worden beschouwd.
An important point to make is that the Council undertakes to complete the Protocol on access to genetic resources and benefit sharing (ABS Protocol) at the 10th Meeting of the Conference of the Parties (COP 10) to the Convention on Biological Diversity (CBD) given that it will make a very important contribution to achieving all the objectives of the CBD. The development and implementation of the ABS Protocol must be regarded as an integral part of the process surrounding the CBD.
