Ter verwezenlijking van het oogmerk van het gemeenschappelijk visserijbeleid, zijnde de duurzame exploitatie van levende aquatische hulpbronnen in het kader van een duurzame ontwikkeling, moet de Raad maatregelen vaststellen betreffende de instandhouding, het beheer en de exploitatie van levende aquatische hulpbronnen.
In order to meet the objectives of the common fisheries policy, which is to provide for a sustainable exploitation of living aquatic resources in the context of sustainable development, the Council adopts measures concerning conservation, management and exploitation of living aquatic resources.

Daartoe moet de Gemeenschap de voorzorgsaanpak volgen bij het nemen van maatregelen die erop zijn gericht de levende aquatische hulpbronnen te beschermen en in stand te houden, voor een duurzame exploitatie van die hulpbronnen te zorgen en het effect van de visserijactiviteiten op de mariene ecosystemen zo gering mogelijk houden.
To this end, the Community shall apply the precautionary approach in taking measures designed to protect and conserve living aquatic resources, to provide for their sustainable exploitation and to minimise the impact of fishing activities on marine eco-systems.

(1) According to Council Regulation (EC) No 2371/2002 of 20 December 2002 on the conservation and sustainable exploitation of fisheries resources under the Common Fisheries Policy(3), the Common Fisheries Policy shall ensure exploitation of living aquatic resources that provides sustainable economic, environmental and social conditions, and the Council is to establish Community measures governing access to waters and resources and the sustainable pursuit of fishing activities.

De term "aquatische hulpbronnen" moet nader worden verduidelijkt om te voorkomen dat levende aquatische hulpbronnen eenvoudigweg worden opgevat als hulpbronnen die beschikbaar zijn voor exploitatie door de mens op grond van het gemeenschappelijk visserijbeleid.
The term ‘aquatic resources’ is in need of further clarification in order to avoid the risk of identifying living aquatic resources as simply resources that are available for human exploitation under the Common Fisheries Policy.
