28. raadt dringend aan de middelen die worden ingezet om het hoofd te bieden aan de beperkte omvang van de lokale markten, het steeds opener wordende concurrentieklimaat, de moeilijke toegang tot de afzetgebieden binnen de Europese continentale markt of in hun respectieve geografische zones, alsmede de verbetering van de onderlinge afstemming van de financieringen uit het Europees Fonds voor Regionale Ontwikkeling/Europees Ontwikkelingsfonds (EFRO/EOF) en Europees Fonds voor Regionale Ontwikkeling/Financieringsinstrument voor ontwikkelingssamenwerking (EFRO/DCI) voor samenwerkingsprojecten met de buurlanden eveneens een prioritair onderwerp van discussie te laten zijn, evenals de effectieve deelname van de UPR's aan het Europese innovatiebeleid en het beleid betreffende de bestrijding van de digitale kloof, om volledige toegang te garanderen van de bevolking van deze regio's tot de media en tot de door de moderne technologieën geboden communicatiemiddelen, zoals bijvoorbeeld toegang tot Internet via breedband-ISDN;
28. Recommends that ways of overcoming the narrowness of local markets, the increasingly open competitive environment and the difficulty of finding market outlets in mainland Europe markets, as well as of improving the coordination of the European Regional Development Fund/European Development Fund (ERDF/EDF) and European Regional Development Fund/Development Cooperation Instrument (ERDF/DCI) funding for cooperation projects with neighbouring countries, should also be priorities for debate, together with effective participation by the ORs in European policies to promote innovation and overcome the digital divide in order to ensure full access for the inhabitants of these regions to the means of information and communication offered by the new technologies, including broadband Internet access;

(13) Whereas the present networks, which include existing ISDN, are evolving towards becoming advanced networks offering a variable data flow rate up to broadband capabilities, adaptable to different needs, in particular to the provision of multimedia services and applications; whereas implementation of Integrated Broadband Communication Networks (IBC networks) will be the outcome of this evolution; whereas IBC networks will constitute the optimum platform for information society applications;
