1. verwijst naar het doel van het Oostelijk Partnerschap, te weten de versterking van de politieke, economische en culturele Europese integratie van de oostelijke partners, berustend op wederzijdse waarden, belangen en de verbintenissen ten aanzien van het internationaal recht, fundamentele waarden, goed bestuur en de markteconomie en gebaseerd op gedeelde zeggenschap en gezamenlijke verantwoordelijkheid; is in dit verband ingenomen met de oprichting en de werkzaamheden van de belanghebbenden bij het Oostelijk Partnerschap – de Parlementaire Vergadering Euronest het Forum van het maatschappelijk middenveld van het Oostelijk Partnerschap en Corleap – evenals met andere initiatieven zoals het Eastern Europe Initiatives Congress; merkt evenwel op dat de recente ontwikkelingen in een aantal landen van het Oostelijk Partnerschap herinneren aan de broosheid van het politieke, economische en maatschappelijke proces van integratie; onderstreept hoe belangrijk het is dat de samenleving zo ruim mogelijk wordt betrokken bij het streven naar verandering; dringt aan op frequentere en doeltreffende interactie met plaatselijke en regionale autoriteiten, alsmede met de parlementen, vooraanstaande ondernemers en het maatschappelijk middenveld, teneinde een draagvlak voor hervormingen tot stand te brengen dat de nationale besluitvorming kan beïnvloeden;

Recalls the purpose of the EaP, which is the strengthening of the political, economic and cultural European integration of the Eastern Partners, founded on mutual values, interests and the commitment to international law, fundamental values, good governance and the market economy and based on shared ownership and joint responsibility; welcomes, in this connection, the establishment of and the work carried out by the EaP stakeholders – the Euronest Parliamentary Assembly, the EaP Civil Society Forum and CORLEAP – as well as other initiatives such as the Eastern Europe Initiatives Congress; notes, however, that the recent developments in some EaP countries have drawn attention to the fragility of the political, economic and social integration process; stresses the importance of engaging with the broader society as a means of transformation; encourages more frequent and effective engagement with local and regional authorities as well as with parliaments, business leaders and civil society, in order to build constituencies for reform able to influence national decision-making;

6. The Council is aware that in some developing regions, problems such as low national integration, shortage of suitable infrastructure, demographic pressures, dependence of government revenue on customs tariffs and the fragility of the financial sector may constitute specific handicaps.
