TRADUCTIONS EN CONTEXTE

52. is verontrust over het feit dat de voormalige voorzitter van de Eurogroep tegenover het Europees Parlement heeft toegegeven dat de Eurogroep de aanbevelingen van de trojka had gesteund zonder uitvoerig te zijn ingegaan op de specifieke beleidsimplicaties daarvan; wijst er met nadruk op dat, indien dit klopt, het de ministers van financiën van de eurozone niet ontheft van hun politieke verantwoordelijkheid voor de macro-economische aanpassingsprogramma's en de mvo's; wijst erop dat deze bekentenis een verontrustend licht werpt op de onduidelijke definities van de rollen van „technisch adviseur” en „bureau van de Eurogroep” die aan de Commissie en de ECB zijn overgedragen in het kader van het ontwerp, de uitvoering en beoordeling van bijstandsprogramma's; betreurt dat er wat dat betreft door de Raad en de Eurogroep geen duidelijk en per geval verantwoord mandaat aan de Commissie is verleend;
52. Is alarmed by the admission by the former President of the Eurogroup before the European Parliament that the Eurogroup endorsed the recommendations of the Troika without extensive consideration of their specific policy implications; stresses that, if accurate, this does not discharge euro area finance ministers from their political responsibility for the macroeconomic adjustment programmes and the MoUs; points out that this admission sheds a worrying light on the blurred scope of the 'technical advising' and 'Eurogroup agency' roles devolved to both the Commission and the ECB in the framework of the design, implementation and assessment of assistance programmes; deplores, from that perspective, the lack of any clear and accountable case-by-case mandates from the Council and the Eurogroup to the Commission;

4. verzoekt de Commissie de implicaties te onderzoeken van een Besluit van de Raad om de verantwoordelijkheden van het Europees Bureau voor wederopbouw uit te breiden, zodat het ook andere communautaire steun in verband met de humanitaire hulp onder ECHO en de macro-economische financiële steun ten uitvoer kan leggen, en vervolgens verslag uit te brengen aan het Europees Parlement over de voordelen en nadelen daarvan in termen van doelmatigheid, transparantie en verantwoording van het beheer van EU-steun.
4. Calls on the Commission to examine the implications of a Decision by the Council to extend the responsibility of the EAR to implement other Community assistance associated with the humanitarian aid under ECHO and with the macro-economic financial assistance, and then report to the European Parliament the relative advantages/disadvantages in terms of efficiency, transparency and accountability of managing EC assistance.

2. Algemene ontwikkeling van de noordelijke provincies van Marokko De macro- en micro-economische omstandigheden waaronder de handel in cannabis plaatsvindt, maken de daadwerkelijke uitroeiing van deze handel afhankelijk van de verwezenlijking van een algemene ontwikkelingsstrategie waarbij de negen provincies en het gehele bedrijfsleven, met inbegrip van de particuliere sector, worden betrokken op voorwaarde dat nauwkeurig wordt bepaald welke de nationale Marokkaanse bijdrage zal zijn, hoe deze in de tijd zal worden gespreid en welke vorm zij zal aannemen, zou steun van de Gemeenschap en van haar Lid-Staten doeltreffende synergieën teweeg kunnen brengen met name op de volgende gebieden : - steun aan het Bureau voor de ontwikkeling van het Noorden (dat weldra zal worden opgericht), gezien de ervaring van de Gemeenschap bij de ontwikkeling van haar minder begunstigde regio's; uitwisseling van know-how, technische bijstand, financiële steun; - steun aan een beleid voor geïntegreerde regionale ontwikkeling van het Noorden door middel van aangepaste technische bijstand (en in samenhang met het door Spanje gefinancierde programma PAIDAR); - financiering van acties die in elk geval prioritair zijn en niet ten goede komen aan drughandelaars, op gebieden zoals : het scheppen van werkgelegenheid (KMO's), milieu, gezondheid, landbouwindustrie, elektrificatie van landbouwgebieden.
2. General development of the northern provinces Given the micro- and macroeconomic conditions governing the cannabis trade, if action to eradicate it is to be successful it must go hand in hand with a general development strategy covering all nine provinces and all the main economic players, including the private sector. Provided that the scope, procedures and timescale of the Moroccan input are clearly specified, support from the Community and its Member States can create effective synergies in the following areas: - support for the Agence pour le Développement du Nord (Northern Development Agency) which is in the process of being set up; this assistance should make use of the Community's experience in promoting underdeveloped regions, involving know-how, technical assistance and support in the form of capital; - support for an integrated development strategy in the North in the form of technical assistance dovetailing with the PAIDAR programme financed by Spain; - finance for other priority measures that will not benefit traffickers in sectors such as job creation (SMEs), environment, health, agroindustry, and rural electrification.

In het kader van het project zal in het bijzonder technische bijstand worden verleend in het Ministerie van Begroting om de regering te helpen met het beheer van haar eigen middelen en met de uitvoering van een moderne budgetteringsmethode, in het Ministerie van de Nationale Ordonnateur om te helpen met het beheer van de buitenlandse hulp, in het Centrale Bureau voor de Statistiek om de sociale effecten van het aanpassingsbeleid te analyseren en tenslotte om de consequenties te beoordelen van economische beslissingen die op middellange termijn worden genomen en waarbij een macro-economisch model wordt toegepast.
The project will provide technical assistance to the Budget Office to assist with domestic resource management and budget planning, to the NAO's office to help manage external aid resources, and to the Central Statistics Office to analyse the social impact of adjustment policies and to assess the medium-term implications of current economic decisions, with the help of a macroeconomic model.
