Zo resulteert een relatie van onderlinge afhankelijkheid, tussen het belang om de sociaal-economische verschillen tussen regio’s terug te brengen en het belang om kwetsbare groepen sociaal te integreren, in een relatie die op natuurlijke wijze zou moeten leiden tot een constructief proces, waar op zowel nationaal als Europees niveau een territoriale aanpak mee gemoeid is.
Thus, a relation of interdependence results, between the need to reduce social-economic disparities between regions and the need for social integration of vulnerable groups, a relation that should naturally lead to a constructive process involving a territorial approach both at a national and a European level.

11. dringt er met klem op aan dat de basis-entiteit van de sociaal-economische ordening van de huidige én de uitgebreide EU, namelijk de gemeente of, in voorkomend geval, het lokale bestuur of gemeentelijke district, in het Europees Statistisch Systeem wordt ingedeeld op het NUTS 5-niveau waarin de meest wezenlijke kenmerken van alle gemeenten van de Unie zijn samengebracht, zodat EU-beleid aantoonbaar dichter bij de burgers en de territoria kan worden gebracht; in verband hiermee zou het wellicht een goed idee zijn om een tussenniveau NUTS 4 in te voeren, dat groepen van gemeenten of districten omvat waarvan de bevolking algemene gemeenschappelijke kenmerken vertoont zoals bevolkingscijfer, bevolkingsdichtheid, inkomen, economische activiteit of opleidingsniveau;
11. strongly calls for the basic level of economic and social organisation in all the present and future EU Member States - the municipality or other appropriate form of local authority - to be included, as NUTS level 5, in the European statistical classification. This would provide basic identifying information for all EU municipalities, bringing European policies into close and practical contact with the general public and the areas they live in; to this end, it might be appropriate to establish NUTS level 4 as an intermediate level encompassing groups of municipalities with similar population characteristics such as population level or density, income, economic activity or level of education;
