Moreover, the Court notes that the minutes of 14 January 2004 on the meeting between the Quaestors and the Secretary-General (deposited by the Parliament at the request of the Court) indicate that the conditions for applying Article 27(3) and (4) were met, that the final decision would be taken by the Bureau and that the Secretary-General was called upon to hear the applicant’s views before referring the matter to the Bureau, which points to the applicability of Article 27(4).

Op verzoek van een lidstaat of van de Commissie belegt het EMCDDA een speciale vergadering onder auspiciën van het wetenschappelijk comité, uitgebreid met de door de lidstaten aangewezen deskundigen. Op deze vergadering worden ook vertegenwoordigers van de Commissie, de EDU en het Europees Bureau voor de geneesmiddelenbeoordeling uitgenodigd.
At the request of one of the Member States or the Commission, the EMCDDA will convene a special meeting under the auspices of the Scientific Committee extended with experts nominated by the Member States and to which representatives of the Commission, the EDU and the European Agency for the Evaluation of Medicinal Products, shall be invited.
