Tijdens vorige discussies hebben ook leden van de Commissie milieubeheer, volksgezondheid en voedselveiligheid zich bezorgd getoond ten aanzien van het teeltmateriaal voor decoratieve doeleinden en het teeltmateriaal bestemd voor verkoop aan hobbytuinders, de gebrekkige kwaliteit van de effectrapportage van de Commissie, de verruimde bevoegdheden van het Communautaire Bureau voor plantenrassen (CPVO), de vage definities en onnodige administratieve rompslomp voor de lidstaten en exploitanten (die kunnen leiden tot minder keuze en minder transparantie voor de consumenten).
In previous discussions, Members of the Committee for the Environment, Public Health and Food Safety also expressed concerns in relation to plant reproductive material for ornamental purposes and propagating material intended for sale to home gardeners, the poor quality of the Commission’s impact assessment, the extended remit of the Community Plant Variety Office (CPVO), vague definitions and unnecessary administrative burdens placed on Member States and operators (potentially leading to reduced choices and less transparency for consumers).

Notes that some Agencies have difficulties in spending their budgets in a timely manner and that funds are committed against projects unrelated to the financial year; is concerned by the fact that significant amounts of budget are allocated in the end of the financial year; considers this as a possible sign that Union funds are, in some cases, used unnecessarily; calls on the Court of Auditors and especially the Agencies themselves to provide additional information and justification in the cases of CEDEFOP, CPVO, EFSA, EMSA, ENISA, ERA, EUROJUST and FRA that have spent more than 25 % of their budgets in the final two months of 2010, as well as on the cases of CEPOL, CPVO, FRONTEX and again EMSA that exhibit continuously high percentages of carry-forwards which have to be cancelled;

Disapproves the Commission's approach to change the presentation of the two-self-financed agencies OHIM and CPVO in the DB 2012, i.e. deleting the respective budget lines and deciding not to publish the establishment plans; takes note, nevertheless, that the two respective agencies are not bound to any decisions by the Budget Authority regarding the subsidy levels or the staffing; intends, however, to provide these information in the budget as a matter of transparency; reiterates again that a solution needs to be found for the excessive surpluses gained by the OHIM fee regulation;

92. laakt de benadering van de Commissie om de presentatie van de twee door zichzelf gefinancierde bureaus BHIM en CPVO in de ontwerpbegroting 2012 te wijzigen, te weten door de schrapping van de respectieve begrotingsonderdelen en het besluit om de personeelsformaties niet te bekend te maken; neemt niettemin nota van het feit dat de beide respectieve bureaus niet gebonden zijn door besluiten van de begrotingsautoriteit ten aanzien van de subsidieniveaus of het personeelsbestand; is echter voornemens om deze informatie met het oog op de transparantie in de begroting op te nemen; wijst er andermaal op dat een oplossing moet worden gevonden voor de buitensporige overschotten die ontstaan door de vergoedingenregeling van het BHIM;
