63. Welcomes new initiatives such as the EED and the Civil Society Facility (CSF) which make EU aid more accessible, especially to civil society organisations, and can act as a catalyst for a more strategic and political EU approach to democratisation by providing context-specific, flexible and timely assistance aimed at facilitating democratic transition in partner countries;

Calls for better policy coherence and climate and environmental proofing in the EU’s funding instruments, particularly the Structural Funds and the Cohesion Fund, in order to deliver the Biodiversity 2020 and EU 2020 objectives; calls for better allocation of all funds available and for more effective and coordinated use of the funding provided from the cohesion policy instruments, the RD framework programme, the LIFE+ programme and the European Agricultural Fund for Rural Development (EAFRD) for environmental protection, biodiversity and climate-related projects, where necessary through the provision of additional technical support; with a view to the next programming period, calls for effective coordination between the five CSF funds, in order to ensure optimal delivery of the Union’s sustainable growth target;

ensure at the strategic planning level that the EED cooperates with the other EU instruments and structures engaged in human rights and democracy work, especially the EIDHR, the IfS, the CSF and the geographic instruments; ensure sound and transparent financial management and low administrative and transaction costs; bear in mind the importance of the Community method, with the Commission being invited to examine as soon as possible how EU instruments could in the future provide more rapid response mechanisms and how and when an EU trust fund could be set up if the appropriate legal basis is established in the new Financial Regulation; ensure that if the EU budget contributes towards financing the EED, this will not be at the expense of the already limited resources of the EIDHR;

9. onderstreept het belang van het opbouwen van partnerschappen met het maatschappelijk middenveld als middel om veranderingen en democratisering te bevorderen; neemt in deze context kennis van de toewijzing van 22 miljoen euro aan de Faciliteit voor het maatschappelijk middenveld (CSF) voor de periode 2011-2013 en ziet ernaar uit dat de faciliteit in de volgende meerjarige financiële vooruitzichten substantiëler gefinancierd zal worden; roept de EDEO en de Commissie ertoe op een betere uitleg te geven van het toepassingsgebied en de doelstellingen van een eventuele CSF en verzoekt om meer duidelijkheid over de CSF in de zin van complementariteiten met het EIDHR en het ENPI; wijst erop dat er ook instrumenten aangewezen moeten worden om religieuze en etnische minderheden in de gebieden waarvoor het initiatief geldt concreet te ondersteunen; beveelt aan deze faciliteit te gebruiken voor het verbeteren van de werkzaamheden van het Forum van het maatschappelijk middenveld binnen het Oostelijk Partnerschap en eventueel ook voor de zuidelijke partners een dergelijk forum op te bouwen;
9. Stresses the importance of building a partnership with civil societies as a means to promote change and democratisation; in this context, takes note of the allocation of EUR 22 million to the Civil Society Facility (CSF) for the period 2011-2013 and looks forward to the Facility being more substantially funded in the next Multiannual Financial Framework; calls on the EEAS and the Commission to better explain the scope and objectives of a potential CSF and calls for a greater clarification of the CSF in terms of complementarities with the European Instrument for Democracy and Human Rights (EIDHR) and the ENPI; notes that instruments should also be identified to concretely support religious and ethnic minorities in the areas covered by the initiative; recommends that this Facility be used to improve the work of the Civil Society Forum within the Eastern Partnership and to potentially build up such a forum also for the Southern partners;

3. As concerns the procurement arrangements pursuant to the Rules of the Fund, the Commission and the EBRD share the common understanding that, upon conclusion of the Contribution Agreement, there will be no discrimination between individual Member States, irrespective of whether they have concluded individual Contribution Agreements with the EBRD or not, as far as the award of procurement contracts for services or supplies concluded in the course of operation of the Chernobyl Shelter Fund is concerned.
