In the context of the Strategic Framework for the Horn of Africa, the EU is conducting two military operations – EUNAVFOR Atalanta and EUTM Somalia – and has commenced operational planning to launch a civilian mission to strengthen regional maritime capacities in Somalia and in the wider Horn of Africa region.

4. dringt derhalve bij de hoge vertegenwoordiger/vicevoorzitter en de lidstaten aan op aanzienlijke inspanningen om de synergieën bij een dubbel civiel-militair gebruik van strategische luchtbrugcapaciteiten te onderzoeken; is in dit verband verheugd over de samenwerking tussen het Monitoring and Information Centre (MIC) en de European Union Movement Planning Cell (EUMPC) bij de EU-respons op de ramp in Pakistan; verzoekt de lidstaten de luchtvervoercapaciteit die in het European Air Transport Command (EATC) gebundeld is, aanzienlijk te verhogen en tegelijkertijd te zorgen voor een dubbel gebruik, zowel civiel als militair, van deze capaciteit; juicht in dit verband het voorstel van het Belgisch voorzitterschap toe om een multinationaal helikopterkorps in het kader van het EATC in het leven te roepen dat zowel voor militaire als civiele taken kan worden ingezet;

Calls therefore on the High Representative/Vice-President and Member States to make substantial efforts to explore synergies in dual civil-military use of strategic airlift capacities; welcomes the cooperation between the Monitoring and Information Centre (MIC) and the European Union Movement Planning Cell (EUMPC) in the EU disaster response effort in Pakistan in this regard; calls on Member States to substantially increase air transport capabilities pooled in the European Air Transport Command (EATC) while ensuring dual civil-military use of these capabilities; welcomes in this regard the proposal by the Belgian Presidency to establish a multinational helicopter corps in the framework of the EATC to be used for both civilian and military tasks;

Research will focus on: strategies and technologies to increase road safety and to improve maritime safety; concepts and systems for advanced human-vehicle, vehicle-vehicle and vehicle-infrastructure interaction; large-scale integration and validation platforms for intelligent transport systems (e.g. transport pricing, transport and traffic management and transport information), including satellite navigation applications, new vehicle types and operational procedures to increase capacity and safety, while respecting the environment (in particular in urban and sensitive areas).

Daarnaast wordt de lidstaten verzocht te overwegen om de leiding op zich te nemen van of deel te nemen aan verdere projectgroepen, bijvoorbeeld met betrekking tot aanvalshelikopters, ondersteuningshelikopters, kruisraketten en geleide munitie, strategisch maritiem transport, inlichtingen, bewaking, doelopsporing en verkenning (Intelligence Surveillance Target Acquisition and Reconnaissance (ISTAR)).
In addition, Member States are invited to consider the lead or participation in further Project Groups such as in the areas of Attack Helicopters, Support Helicopters, Cruise Missiles and Precision Guided Munitions, Strategic Sea Lift, Intelligence Surveillance Target Acquisition and Reconnaissance (ISTAR).
