Macro-financial assistance may be granted on condition of the existence of a significant and residual external financing gap jointly identified with the multilateral financial institutions over and above the resources provided by the International Monetary Fund (IMF) and other multilateral institutions, despite the implementation of strong economic stabilisation and reform programmes.

The G-24 recognized that this programme constitutes an ambitious and coherent step towards macro-economic stabilisation and far-reaching transformation. It is ambitious since, if it succeeds, Slovakia should be, by end 1995, after three years as an independent country, a growing economy with declining inflation and budget and current account deficits, a private sector accounting for almost half of all economic activities, and successfully re-oriented foreign trade with a diminishing trade deficit.
