RECOGNIZING the advances in the Central American economic integration process, such as for example, the efforts towards a prompt establishment of a Central American Customs Union, the entry into effect of the Trade Dispute Settlement Mechanism, the signing of the Central American Treaty on Investment and Trade in Services; as well as the need to deepen the process of regional integration, regional trade liberalization and economic reform within the Central American region;

Is of the opinion that a modest injection of funds for Latin America, to be contributed from, or reallocated from within, the Union budget and not constituting an additional allocation, could act as a catalyst which, if combined with the budgetary resources earmarked by other bodies (the EIB, the Inter-American Development Bank, the Andean Development Corporation, the Central American Bank for Economic Iintegration, the World Bank, etc.) and the countries concerned, could provide the budgetary support needed to create sufficient critical mass to help alleviate the problems;

Notes the positive conclusion of the negotiations on the EU-Central America Association Agreement which, as a first example of a region-to-region agreement, should contribute, with appropriate accompanying policies, to enhancing not only wealth but also the further integration of Central American countries; takes note of the decision by Panama to begin the process of accession to the Central American Economic Integration Subsystem;

Er vinden veranderingen plaats in deze regio, een gebied dat - zoals wij allen weten - wordt geplaagd door ernstige structurele en conjuncturele moeilijkheden. Changes are taking place in the region, a region – as we all know – plagued with difficult structural and economic situations, serious ones, but there are undoubtedly encouraging signs; there is a shared will amongst the Presidents of the region to move forward pragmatically in the field of economic integration; there is a new stage for the Central American Bank for Economic Integration, which I believe to be very hopeful; there are plans for the reform of the integration institutions, in particular fairly thorough reforms of the Central American Parliament and, in this regard, the European Union’s presence and voice must contribute to demonstrating clearly that we do not just indulge in diplomacy when there are situations of conflict, but that we apply the same effort and the same sense of priority which was put into decisively assisting the peace processes in the region, that we still have the will and the determination to aim at improving the political, economic and social situation in a region so devastated by historical and current problems.
