Tijdens de officiële opening van de onderhandelingen op 30 september 1998 te Brussel, hebben de twee partijen een onderhandelingsstructuur vastgesteld die gebaseerd is op een centrale onderhandelingsgroep, die politieke sturing moet geven aan de onderhandelingen en een aantal politieke, institutionele en algemene onderwerpen zal behandelen, en drie gespecialiseerde groepen (een groep Particuliere sector, investeringen en andere ontwikkelingsstrategieën, een groep Economische en handelssamenwerking en een groep Financiële samenwerking).
At the formal opening of the negotiations in Brussels on 30 September 1998 the two Parties adopted a negotiating structure involving a Central Group responsible for political drive and monitoring of the negotiations and for certain political, institutional and general topics, and three thematic Groups (on the Private Sector, Investments and Other Development Strategies, on Economic and Trade Cooperation and on Financial Cooperation).
