Subject of the invitation to tender: The operation from 1.4.2005 of scheduled air services between Bergerac (Roumanières) and Paris (Orly) and between Périgueux (Bassillac) and Paris (Orly), the route followed being Bergerac (Roumanières) - Périgueux (Bassillac) - Paris (Orly) and vice-versa, in accordance with the public service obligations imposed on this route, as published in Official Journal of the European Union C 306 of 10.12.2004.

Voorzover geen enkele luchtvaartmaatschappij op 28 februari 2005 geregelde luchtdiensten tussen, enerzijds, de luchthaven van Bergerac (Roumanières) en die van Parijs (Orly) en, anderzijds, de luchthaven van Périgueux (Val de Loire) en die van Parijs (Orly), overeenkomstig het schema Bergerac (Roumanières) — Périgueux (Bassillac) — Parijs (Orly) en vice versa, exploiteert of op het punt staat te exploiteren, in overeenstemming met de verplichtingen tot openbaredienstverlening en zonder om financiële compensatie te vragen, heeft Frankrijk besloten om in het kader van de procedure van artikel 4, lid 1, punt d), van diezelfde verordening de toegang tot één enkele luchtvaartmaatschappij te beperken en het recht om deze diensten met ingang van 1.4.2005 te exploiteren, bij openbare aanbesteding aan te bieden.
If on 28.2.2005 no air carrier has begun or is about to begin operating scheduled air services between Bergerac (Roumanières) and Paris (Orly) and between Périgueux (Bassillac) and Paris (Orly) in accordance with the public service obligations imposed and without requesting financial compensation, France has decided, in accordance with the procedure laid down in article 4(1)(d) of the above-mentioned Regulation, to limit access to a single carrier and to offer the right to operate such services from 1.4.2005 by public tender.

Inleiding: In toepassing van lid 1, punt a), van artikel 4 van Verordening (EEG) nr. 2408/92 van 23 juli 1992 betreffende de toegang van communautaire luchtvaartmaatschappijen tot intracommunautaire luchtroutes heeft Frankrijk besloten een verplichting tot openbaredienstverlening op te leggen voor de geregelde luchtdiensten tussen, enerzijds, de luchthaven van Bergerac (Roumanières) en die van Parijs (Orly) en, anderzijds, de luchthaven van Périgueux (Val de Loire) en die van Parijs (Orly), overeenkomstig het schema Bergerac (Roumanières) — Périgueux (Bassillac) — Parijs (Orly) en vice versa.
Introduction: France has decided to impose public service obligations on scheduled air services between Bergerac (Roumanières) and Paris (Orly) and between Périgueux (Bassillac) and Paris (Orly) pursuant to Article 4(1)(a) of Council Regulation (EEC) No 2408/92 of 23 July 1992 on access for Community air carriers to intra-Community air routes.
