De Commissie wordt bijgestaan door het bij artikel 144 van Verordening (EG) nr. 1782/2003 ingestelde Comité van beheer voor rechtstreekse betalingen behalve voor de tenuitvoerlegging van artikel 16 van de onderhavige verordening, waarvoor de Commissie wordt bijgestaan door het bij artikel 50 van Verordening (EG) nr. 1260/1999 ingestelde Comité voor de landbouwstructuur en de plattelandsontwikkeling en, voor de in artikel 18 van deze verordening bedoelde fytosanitaire programma's, door het bij besluit 76/894/EEG ingestelde Permanent Plantenziektekundig Comité.

The Commission shall be assisted by the Management Committee for Direct Payments established by Article 144 of Regulation (EC) No 1782/2003, except for the implementation of Article 16 of this Regulation, for which it shall be assisted by the Committee on Agricultural Structures and Rural Development set up by Article 50 of Regulation (EC) No 1260/1999, and for the plant health programmes referred to in Article 18 of this Regulation, for which it shall be assisted by the Standing Committee on Plant Health established by Decision 76/894/EEC.

The STAR Committee (agriculture and rural development) met 13 times in 2002 and acted as a management committee under the procedure provided for in Article 47(3), giving a favourable opinion on Regulation (EC) No 2251/2002 amending Commission Regulation (EC) No 2759/1999 laying down the rules for the application of Council Regulation (EC) No 1268/1999 on Community support for pre-accession measures for agriculture and rural development in the applicant countries of Central and Eastern Europe in the pre-accession period.
