TRADUCTIONS EN CONTEXTE

1.3 Het Comité is het met de Commissie eens dat gegeven de verplichtingen in verband met de UNFCCC de lidstaten de doelstellingen niet integraal kunnen verwezenlijken en dat daarom, en met het oog op schaal en effecten, optreden van de Unie de voorkeur verdient. Overeenkomstig het subsidiariteitsbeginsel van artikel 5 van het VEU kan de Unie inderdaad maatregelen nemen en zulks overeenkomstig het in hetzelfde artikel genoemde evenredigheidsbeginsel: deze verordening gaat niet verder dan wat nodig is om de doelstellingen te verwezenlijken.
1.3 The Committee of the Regions shares the Commission's assessment that since the objectives of the proposed Regulation, in the context of the UNFCCC commitments, cannot be sufficiently achieved by the Member States and can therefore by reason of scale and effects be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity set out in Article 5 of the Treaty on European Union; and that in accordance with the principle of proportionality, as set out in that Article, this Regulation does not go beyond what is necessary to achieve those objectives.

The competences of the Council’s preparatory and advisory bodies, in particular those of the Committee of Permanent Representatives under Article 240 TFEU, the Political and Security Committee (PSC) under Article 38 TEU and the EU Military Committee (EUMC) should remain unaffected.

In the light of Article 11 of the TEU, the Commission and the Committee cooperate in order to strengthen further participation and dialogue with civil society organisations, at both national and European levels, and to foster greater involvement of those organisations in the processes of policy framing and the preparation of Union legislation.

1. Een geschil tussen lidstaten als bedoeld in artikel 35, lid 7, VEU in de versie die gold vóór de inwerkingtreding van het Verdrag van Lissabon, zoals gehandhaafd bij het aan de Verdragen gehechte Protocol nr. 36, wordt bij het Hof aanhangig gemaakt door middel van een verzoek van een partij bij het geschil.
