Het Comité van de Regio's stelde op 6 oktober 2010 aanbevelingen vast aan de Commissie en de Raad over de toekomstige samenstelling van het Comité van de Regio's (1).

recalls that, in the 2013 Year of Citizens, the Committee of the Regions will organise a number of activities in close cooperation with the other EU institutions, particularly the European Commission. Activities will include: the dissemination of information, - presentations and visits to schools and universities by CoR members; workshops, public debates, meetings in town halls and media events involving local journalists, on the right to free movement, electoral rights, and the role of local and regional authorities; the provision of information on these activities online, together with documentation on the CoR EU passport in all official languages; and the presentation of best practices in decentralised communication on the EU at the annual EuroPCom conference;

As the term of office of the members and alternate members of the Committee of the Regions is due to expire on 25 January 2010, new members and alternate members should be appointed to the Committee of the Regions.

Hierbij gaat de aandacht vooral uit naar plattelandsgebieden, regio's die economisch benadeeld zijn of een industriële overgang doormaken, en regio's die kampen met ernstige en permanente natuurlijke of demografische belemmeringen, zoals de meest noordelijke regio's met een zeer geringe bevolkingsdichtheid, alsmede insulaire, grensoverschrijdende en berggebieden. Daarnaast herinnert het Comité van de Regio's aan de uitdagingen die in de „Europa 2020”-studie naar voren geschoven worden voor de regio's van de EU, onder andere voor de regio's aan de buitengrenzen en voor de stedelijke gebieden waar de buitenwijken vaak steeds meer in verval zijn en door groeiende sociale en economische verpaupering getroffen worden. Bij de uitvoering van de strategie „Europa 2020” moet bovendien rekening worden gehouden met de in artikel 349 van het VWEU bedoelde ultraperifere gebieden.
Particular attention is thereby to be paid to rural areas, areas suffering from an economic handicap or affected by industrial transition, and regions which suffer from severe and permanent natural or demographic handicaps such as the northernmost regions with very low population density and island, cross-border and mountain regions; the Committee of the Regions would also highlight the challenges listed in the Europe 2020 study for the EU's regions, including the outermost regions, as well as urban areas whose outskirts are often increasingly run down and affected by growing social and economic impoverishment; considers, furthermore, that the scope of the Europe 2020 strategy should also cover the outermost regions, in accordance with Article 349 TFEU;
