Programmes are adopted by the Commission following consultation with the beneficiary countries and other stakeholders and after the positive opinion of the relevant Member States committees: IPA Management Committee for components I and II, COCOF for components III and IV, ESF committee for component IV and the Rural Development Committee for component V.

Op basis van de strategische coherentiekaders werken de begunstigde kandidaat-lidstaten, in overleg met alle belanghebbenden, per afdeling (afdeling III) of per thema (afdeling IV) operationele meerjarenprogramma’s uit. Deze programma’s worden na raadpleging van het relevante comité van de lidstaten voorgelegd aan de Commissie, die de programma’s formeel goedkeurt. De comités zijn voor afdeling III het Coördinatiecomité voor de Fondsen (Cocof) en voor afdeling IV het Cocof en het Comité van het Europees Sociaal Fonds (ESF).
On the basis of the Strategic Coherence Frameworks, beneficiary candidate countries draft multi-annual operational programmes per component (component IV) or per theme (component III), in consultation with the relevant stakeholders, which are then agreed with the Commission for formal adoption, following the consultation of the relevant Member States Committee: Coordination Committee for the funds (COCOF) for component III and COCOF and European Social Fund (ESF) Committee for component IV.

76. verzoekt de Letse autoriteiten het beleidskader voor regionale ontwikkeling verder te verbeteren en dit beleid te ondersteunen met effectieve instrumenten op centraal en regionaal niveau, rekening houdend met het feit dat goede resultaten op dit gebied van wezenlijk belang zijn voor de sociaal-economische samenhang en een duurzame ontwikkeling; acht het van belang serieus rekening te houden met de voorbereidingen voor het beheer van het Europees Sociaal Fonds en alle structuurfondsen; is van opvatting dat het, voordat dit beleid resultaat oplevert en er middelen worden toegekend, goed is te zorgen voor alternatieve werkgelegenheid in de minder ontwikkelde landbouwregio's en voormalige industriegebieden en herverdelingsmechanismen te gebruiken om toenemende inkomensverschillen te vermijden; benadrukt de noodzaak de organisatie van scholing van lokale en regionale partners op sociaal en milieugebied voort te zetten, teneinde hen beter in staat te stellen deel te nemen aan het toezichthoudend comité voor de structuurfondsen;

Invites the Latvian authorities to further improve the policy framework for regional development and back these policies with effective instruments at central and regional levels, bearing in mind that success in this area is crucial for socio-economic cohesion and sustainable development; considers it important to take seriously into account the preparations for managing the European Social Fund as well as all Structural Funds; considers that before these policies bring results and funds are channelled, it would be suitable to create alternative employment opportunities in the less developed agricultural and former industrial regions and to use redistributive mechanisms to avoid growing income inequalities; stresses the need to continue the organisation of training related to local and regional social and environmental partners to strengthen their ability to participate in the monitoring committee for the implementation of the Structural Funds;
