The position to be adopted on behalf of the Unionwith regard to the adoption of a decision of the EPA Committee provided for by the Interim Agreement establishing a framework for an Economic Partnership Agreement between the Eastern and Southern Africa States, on the one part, and the European Community and its Member States, on the other part, on its Rules of Procedure, on the Rules of Procedure of the Customs Cooperation Committee and on the Rules of Procedure of the Joint Development Committee shall be based on the draft Decision of the EPA Committee attached to this Decision.

1. The Customs Cooperation Committee is composed, on the one hand, of representatives of Signatory States from the Eastern and Southern Africa (‘Signatory ESA States’) (1) and, on the other of representatives of the EU Party.

In Verordening (EG) nr. 389/2006 van de Raad van 27 februari 2006 tot instelling van een instrument voor financiële steun ter bevordering van de economische ontwikkeling van de Turks-Cypriotische gemeenschap wordt het comité dat is ingesteld bij Verordening (EEG) nr. 3906/89 van de Raad van 18 december 1989 betreffende economische hulp aan bepaalde landen in Midden- en Oost-Europa („het Phare-comité”) aangewezen om de Commissie bij te staan bij het beheer van de bijstand aan de Turks-Cypriotische gemeenschap.
Council Regulation (EC) No 389/2006 of 27 February 2006 establishing an instrument of financial support for encouraging the economic development of the Turkish Cypriot community designates the committee provided for in Council Regulation (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (the ‧Phare committee‧) to assist the Commission in the management of the assistance to the Turkish Cypriot community.

(16) Gezien de werkingssfeer van deze verordening, dienen derhalve te worden gewijzigd: Verordening (EEG) nr. 3906/89 van de Raad van 18 december 1989 betreffende economische hulp ten gunste van bepaalde landen in Midden- en Oost-Europa(7), Besluit 97/256/EG van de Raad van 14 april 1997 tot verlening van een garantie van de Gemeenschap voor verliezen van de Europese Investeringsbank op leningen voor projecten buiten de Gemeenschap (landen in Midden- en Oost-Europa, mediterrane landen, landen in Azië en Latijns-Amerika, Zuid-Afrika, de Voormalige Joegoslavische Republiek Macedonië, en Bosnië-Herzegovina)(8), Besluit 1999/311/EG van de Raad van 29 april 1999 tot goedkeuring van de derde fase van het trans-Europees Mobiliteitsprogramma voor hoger onderwijs (Tempus III) (2000-2006)(9), en Verordening (EEG) nr. 1360/90 van de Raad van 7 mei 1990 tot oprichting van een Europese Stichting voor opleiding(10).
(16) In the light of the scope of this Regulation, consequent changes will need to be made to Council Regulation (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (PHARE)(7), to Council Decision 97/256/EC of 14 April 1997 granting a Community guarantee to the European Investment Bank against losses under loans for projects outside the Community (Central and Eastern European countries, Mediterranean countries, Latin American and Asian countries, South Africa, the Former Yugoslav Republic of Macedonia and Bosnia and Herzegovina)(8), to Council Decision 1999/311/EC adopting the third phase of the trans-European cooperation scheme for higher education (Tempus III) (2000 to 2006)(9) and to Council Regulation (EEC) No 1360/90 of 7 May 1990 establishing a European Training Foundation(10).
