Met het oog op de conclusies heeft de Commissie in februari 1999 een brainstorm-sessie gehouden met meer dan 150 stakeholders - regelgevers, wetenschappers, de industrie, milieu- en consumenten-NGO's en vertegenwoordigers van de kandidaat-landen voor toetreding - waar de Commissie een panoramisch inzicht in de problemen en mogelijke oplossingen heeft gekregen.
In view of the findings, the Commission held a Brainstorming with more than 150 stakeholders in February 1999 - regulators, scientists, industry, environmental and consumer NGOs as well as representatives from applicant countries - providing the Commission with an all round view of the problems and potential solutions.

Although the criteria may seem fairly clear - the Commission wishes to target organisations with a wide geographical scope, a high multiplier effect, with solid and financially feasible activities in line with Community environmental policies, in order to reach and involve as many European citizens and actors in the Environment (local and regional authorities, business and industry, other interest groups, etc) as possible - they have not always been easy to apply in practice.

(8) Overwegende dat de Raad in zijn resolutie van 1 februari 1993 betreffende een beleidsplan en actieprogramma van de Gemeenschap inzake het milieu en duurzame ontwikkeling (5) de door de Commissie voorgestelde algemene benadering en strategie van het programma heeft goedgekeurd, waarin de onderlinge afhankelijkheid van de economische groei en de kwaliteit van het milieu wordt benadrukt; dat het voor een betere bescherming van het milieu derhalve noodzakelijk is dat het economische concurrentievermogen van de industrie wordt gehandhaafd; dat de verlening van een aanvullend beschermingscertificaat dan ook beschouwd kan worden als een positieve maatregel voor de bescherming van het milieu;
(8) Whereas, in its Resolution of 1 February 1993 (5) on a Community programme of policy and action in relation to the environment and sustainable development, the Council adopted the general approach and strategy of the programme presented by the Commission, which stressed the interdependence of economic growth and environmental quality; whereas improving protection of the environment means maintaining the economic competitiveness of industry; whereas, accordingly, the issue of a supplementary protection certificate can be regarded as a positive measure in favour of environmental protection;
