TRADUCTIONS EN CONTEXTE

3 bis. Voorts is het de bedoeling om middels een „vertrouwensverbintenis voor de statistiek” (hierna „verbintenis”) het publieke vertrouwen in de Europese statistiek kracht bij te zetten en aan te sturen op een adequatere implementatie van de statistische beginselen die in de Praktijkcode zijn vervat door de lidstaten en de Commissie met passende middelen te betrekken bij de formulering en openbaarmaking via hun websites van specifieke beleidstoezeggingen ter ondersteuning van het algemene vertrouwen in statistieken, o.a. met behulp van een publiekssamenvatting .
3a. “Commitment on Confidence in Statistics’ (Commitment’) shall further aim at ensuring public trust in European Statistics and progress in the implementation of the statistical principles contained in the Code of Practice by involving Member States and the Commisson in establishing, by appropriate means, and publishing on their websites, specific policy commitments moving towards overall confidence in statistics, including a citizen’s summary .

Om bij de ontwikkeling, productie en verspreiding van Europese statistieken in het kader van deze verordening het integriteits- en kwaliteitsbeheer te garanderen, moeten de nationale instituten voor de statistiek en de Commissie (Eurostat) alle nodige maatregelen treffen waardoor het vertrouwen in de statistieken bewaard blijft en strakker de hand kan worden gehouden aan de geldende Praktijkcode voor Europese statistieken en de mededeling van de Commissie van 15 april 2011 getiteld: „Naar een robuust kwaliteitsbeheer voor de Europese statistiek”, met inachtneming van de daarin vervatte beginselen.
To ensure the integrity and quality management of the development, production and dissemination of European statistics under this Regulation, the national statistical institutes and the Commission (Eurostat) should take all necessary measures to maintain public confidence in statistics and to allow for a more rigorous application of the European Statistics Code of Practice in force and of the Commission Communication of 15 April 2011 entitled ‘Towards robust quality management for European Statistics’, while complying with the principles set out therein.

3. steunt het voornemen van de Commissie wijzigingen in Verordening (EG) nr. 223/2009 (de statistiekverordening) voor te stellen met het oog op de invoering van een proactieve aanpak om gegevens over overheidsfinanciën in een vroege fase te controleren en te beoordelen zodat correctieve maatregelen in een zo vroeg mogelijke fase kunnen worden genomen; staat achter het voorstel tot invoering van een juridisch kader dat de aansturing, in het bijzonder waar het gaat om de professionele onafhankelijkheid van de nationale statistiekinstanties en Eurostat, moet versterken en de lidstaten ertoe moet verplichten om zich formeel te verbinden tot alle nodige maatregelen op nationaal niveau waardoor het vertrouwen in de statistiek bewaard blijft en strakker de hand kan worden gehouden aan de Praktijkcode Europese statistieken;

Supports the Commission's intention of proposing amendments to Regulation (EC) No 223/2009 (Statistical Regulation) in order to establish a proactive approach to monitoring and assessing public finance data at an early upstream stage in order to allow for corrective action at the earliest possible point; seconds the proposal to establish a legal framework aimed at reinforcing the governance framework, especially as regards the professional independence of national statistical authorities and Eurostat, and requiring all Member States to formally adopt a commitment to take all necessary measures at national level to maintain confidence in statistics and to allow for more rigorous enforcement of the European Statistics Code of Practice;

De uitvoeringsbepalingen in Verordening (EG) nr. 831/2002 van de Commissie van 17 mei 2002 tot tenuitvoerlegging van Verordening (EG) nr. 322/97 van de Raad betreffende de communautaire statistiek, met betrekking tot de toegang tot vertrouwelijke gegevens voor wetenschappelijke doeleinden (19) en Beschikking 2004/452/EG van de Commissie van 29 april 2004 tot vaststelling van een lijst van organen waarvan de onderzoekers voor wetenschappelijke doeleinden toegang hebben tot vertrouwelijke gegevens (20) moeten van toepassing blijven.
The implementing measures set out in Commission Regulation (EC) No 831/2002 of 17 May 2002 implementing Council Regulation (EC) No 322/97 on Community Statistics, concerning access to confidential data for scientific purposes (19) and Commission Decision 2004/452/EC of 29 April 2004 laying down a list of bodies whose researchers may access confidential data for scientific purposes (20) should continue to apply.

1. The Community statistical authority, as designated by the Commission to develop, produce and disseminate European statistics, shall be referred to as ‘the Commission (Eurostat)’ in this Regulation.

The legislative context for this is covered by both the Council Decision setting up the SPC (89/382/EEC, Euratom) and the Council Regulation on Community statistics (EC) No 322/97 supported by the Commission Decision on the role of Eurostat as regards the production of Community statistics (97/281/EC) to ensure a coordinated approach on statistical information across all Commission services.
