(11) It is necessary, in order to reinforce the added value of Community action, that the Commission, in cooperation with the Member States, should ensure, at all levels, the coherence and complementarity of actions implemented in the framework of this Decision and other relevant Community policies, instruments and actions, in particular those in the fields of education and training and equal opportunities between men and women under the European Social Fund and those to promote social inclusion.

In the implementation of Community financial instruments it will seek to provide support and encouragement for national and Community projects (priority action in the 2003 call for proposals for Community action in the ERF, special budget remark in the 2004 PDB for national ERF programmes, cooperation under the 2003 Argo framework programme, actions under the 2003 call for proposals under line B7-667 for cooperation with third countries on asylum and migration).

(18) Overwegende dat acties inzake inhoud moeten aansluiten bij lopende nationale en communautaire initiatieven, zoals met name in het actieplan van de Commissie "Europa op weg naar de informatiemaatschappij: een actieplan" wordt beschreven, en uitgevoerd moeten worden in synergie met andere communautaire werkzaamheden op dat gebied zoals het programma INFO 2000 (8), met communautaire onderzoekprogramma's (programma's betreffende geavanceerde technologie, geavanceerde communicatiediensten en telematica), met communautaire acties en initiatieven op het gebied van onderwijs, opleiding, cultuur en het MKB, en met de structuurfondsen;
(18) Whereas any content policy actions should be complementary to ongoing national and Community initiatives, as outlined notably in the Commission's action plan 'Europe's way to the information society: an action plan`, and should be performed in synergy with other Community activities in the field such as the INFO 2000 programme (8), with Community research programmes (programmes concerned with advanced technology, advanced communications services and telematics) and with Community education, training, cultural and SME actions and initiatives, and with the Structural Funds;
