IN-CONTEXT TRANSLATIONS

Met deze hervorming wordt met name het volgende beoogd : - een beter georganiseerd communautair aanbod door versterking van de rol van de telersverenigingen als commerciële factor, gekoppeld aan strengere communautaire eisen voor de erkenning van deze verenigingen en de instelling van een mede door de Gemeenschap gefinancierd actiefonds dat met name is bestemd voor, enerzijds, de financiering van acties voor kwaliteits- en afzetverbetering, en anderzijds, vaststelling van de communautaire ophoudvergoedingen, betaling van compensaties voor uit de markt genomen produkten waarvoor momenteel geen bodemprijs bestaat en een supplement op de prijzen van de voor verwerking verkochte produkten, indien nodig ; - voor de Lid-Staten die zulks wensen, de mogelijkheid om een soepele kaderregeling vast te stellen voor organisaties in de groente- en fruitsector ; - een nieuwe regeling voor het beheer van de conjuncturele overschotten door verlaging van de compensatie voor het uit de markt nemen tot een niveau dat niet lonend is en de mogelijkheid voor telersverenigingen om de ophoudvergoeding aan te vullen (zie hierboven) ; - specifieke oplossingen buiten het kader van de algemene GMO-instrumenten voor problemen met bepaalde produkten waarvan het economisch belang beperkt is tot regionaal of plaatselijk niveau ; - verscherping van de controles, meer in het bijzonder met betrekking tot het deugdelijk beheer van het actiefonds door de telersverenigingen, de naleving van de handelsnormen en de kwaliteitsnormen uit gezondheidsoogpunt, en de goede werking van de regeling inzake invoerprijzen, via coördinatie en samenhang tussen de verschillende nationale en communautaire bevoegde instanties, hetgeen tevens moet leiden tot een uniforme en niet-discriminerende toepassing van deze controles ; - de instelling van door de Gemeenschap gefinancierde vijfjarige aanpassingsprogramma's (overgangsperiode voor de verlaging van de compensaties voor het uit de markt nemen) die bestemd zijn om de ...
The objectives of this reform are as follows: - improved organization of Community supply by strengthening the role of producers' organizations in their capacity as commercial operators, together with stricter Community criteria for recognizing such organizations and the establishment of an operational fund cofinanced by the Community and intended, inter alia, both to finance measures to improve the quality of products and optimize their commercial value and to fix Community withdrawal compensation, pay compensation for products withdrawn from the market which do not benefit from Community withdrawal compensation and increase the prices obtained for products sold for processing, where necessary; - provide the option for those Member States who so desire of setting up a less cumbersome framework for interbranch organizations in this sector; - a new method of managing conjunctural surpluses by reducing withdrawal compensation to a non-profitable level and providing the option for producers' groups of complementing withdrawal compensation (see above); - specific solutions outside the general instruments of the common organization of the markets for problems which may arise for certain products whose economic importance is regional or local in scale; - stepping up control, particularly as regards the proper management of the operational fund by producers' organizations, respect for health and commercial quality standards and the correct operation of the entry price system, by means of coordinated and consistent work between the various relevant national and Community bodies, which should also result in a uniform and non-discriminatory application of these controls. - the setting up with Community financing of adjustment programmes over 5 years (transition period for a reduction in withdrawal compensation) intended to help producers' organizations to increase their commercial scale of operation and to make available to their members the appropriate technical means fo ...

3. Wanneer de communautaire instelling of het communautair orgaan ondanks al haar of zijn inspanningen er niet in slaagt te handelen in overeenstemming met lid 2, stelt de instelling of het orgaan de niet-gouvernementele organisatie die het verzoek heeft ingediend zo spoedig mogelijk en uiterlijk binnen de in lid 2 genoemde termijn in kennis van de redenen van het niet-handelen en deelt mee wanneer de instelling of het orgaan voornemens is wel te handelen.
3. Where the Community institution or body is unable, despite exercising due diligence, to act in accordance with paragraph 2, it shall inform the non-governmental organisation which made the request as soon as possible and at the latest within the period mentioned in that paragraph, of the reasons for its failure to act and when it intends to do so.

Non-governmental organisations active in the field of environmental protection which meet certain criteria, in particular in order to ensure that they are independent and accountable organisations that have demonstrated that their primary objective is to promote environmental protection, should be entitled to request internal review at Community level of acts adopted or of omissions under environmental law by a Community institution or body, with a view to their reconsideration by the institution or body in question.
