De Europese Raad, te Thessaloniki bijeen op 19 en 20 juni 2003, was ingenomen met de conclusies van de Raad van 19 mei 2003, waarin met name de noodzaak van een militair snellereactievermogen van de Unie wordt bevestigd.
The European Council, meeting in Thessaloniki on 19 and 20 June 2003, welcomed the conclusions of the Council meeting on 19 May 2003, which in particular confirmed the need for a Union military rapid reaction capability.

Er moet dan ook nader worden bekeken welke investeringen gepland zijn en hoe dit concept de GMES-capaciteit kan aanvullen en ondersteunen, met name waar het de aardobservatiesatellieten voor civiele en militaire toepassingen betreft (cf. de Franse Pleïaden, de Italiaanse Cosmos-Skymed en de Duitse SAR-Lupe).
In parallel, the concept of European security is evolving and further consideration needs to be given to the investments foreseen and how this can complement and support GMES capacity, in particular Earth observation satellites for civil and military applications (cf. the French Pleïades, the Italian Cosmos-Skymed and the German SAR-Lupe systems).
