5. steunt ten volle de inspanningen van de staten van de Arabische Liga om een einde te maken aan het geweld, te werken aan een politieke oplossing voor Syrië en alle mogelijke politieke en materiële steun te bieden aan de Syrische oppositie; is ingenomen met het verzoek van de Arabische Liga van 12 februari 2012 aan de VN-Veiligheidsraad om een gezamenlijke vredesmissie van de Arabische staten en de Verenigde Naties naar Syrië te sturen ter vervanging van haar eigen waarnemersmissie; verzoekt de HV/VV en de lidstaten van de EU alles in het werk te stellen om ervoor te zorgen dat het vredesinitiatief van de Arabische Liga door de Russische Federatie gesteund wordt; moedigt de HV/VV, de Raad en de lidstaten van de EU aan intensief met Turkije en de andere buurlanden van Syrië, de Arabische Liga en andere internationale actoren te blijven samenwerken en zich ervoor in te zetten dat er een contactgroep wordt opgezet om een gezamenlijk standpunt te bepalen voor de oplossing van de crisis, de oppositietroepen bij hun strijd te helpen door materiële en technische steun te bieden, onder meer door middel van satellietbeelden en communicatiemiddelen, en tegelijkertijd de druk op het Syrische regime op te voeren om een eind te maken aan het inzetten van steeds omvangrijker militaire middelen tegen de eigen bevolking; steunt ten volle het voorstel van Tunesië om op 24 februari 2012 als gastland op te treden voor de bijeenkomst van de contactgroep "vrienden van Syrië", een initiatief van Frankrijk en de Verenigde Staten na het veto van Rusland en China over de resolutie van de VN-Veiligheidsraad; dringt er in deze geest op aan per direct een speciale gezant van de EU voor Syrië te benoemen;
5. Strongly supports the efforts of the League of Arab States to end the violence, to promote a political solution in Syria and to provide all forms of political and material support to the Syrian opposition; welcomes the Arab League’s call of the 12th of February 2012 on the UNSC to send a joint UN-Arab peacekeeping mission to Syria in order to replace the Arab League monitoring mission; urges the HR/VP and EU Member States to do their utmost to pave the way for the Russian Federation's support of the Arab League's peacekeeping initiative; firmly encourages the HR/VP, the Council and EU Member States to continue cooperating closely with Turkey and neighbouring countries of Syria, the Arab League and other international actors and to engage in the launching of a contact group in order to find a common position for the solution of the crisis, to help the opposition forces in their struggle by providing them material and technical support, including satellite images and communication tools, while stepping up the pressure on the Syrian regime in order to stop the military escalation on its own people; strongly supports the proposal by Tunisia to host the meeting of ‘Friends of Syria’ contact group on 24 February 2012, a plan initiated by France and the United States after Russia and China blocked the UNSC resolution; calls in this spirit for the immediate setting-up of an EU Special Envoy on Syria;

Language training apart, exchanges with China in the field of higher education take place in several ways; through the contact group established under the Erasmus Mundus Programme referred to above; through the policy discussions between the Commission and the Ministry of Education that have developed over the past two years, covering subjects such as the Bologna Process, the European Credit Transfer System, and quality assurance in higher education; and through networking of Higher Education Institutions under the Asia Link programme which promotes partnerships between EU and Asian (including many Chinese).
