Strongly supports the efforts of the League of Arab States to end the violence, to promote a political solution in Syria and to provide all forms of political and material support to the Syrian opposition; welcomes the Arab League’s call of the 12th of February 2012 on the UNSC to send a joint UN-Arab peacekeeping mission to Syria in order to replace the Arab League monitoring mission; urges the HR/VP and EU Member States to do their utmost to pave the way for the Russian Federation's support of the Arab League's peacekeeping initiative; firmly encourages the HR/VP, the Council and EU Member States to continue cooperating closely with Turkey and neighbouring countries of Syria, the Arab League and other international actors and to engage in the launching of a contact group in order to find a common position for the solution of the crisis, to help the opposition forces in their struggle by providing them material and technical support, including satellite images and communication tools, while stepping up the pressure on the Syrian regime in order to stop the military escalation on its own people; strongly supports the proposal by Tunisia to host the meeting of ‘Friends of Syria’ contact group on 24 February 2012, a plan initiated by France and the United States after Russia and China blocked the UNSC resolution; calls in this spirit for the immediate setting-up of an EU Special Envoy on Syria;

9. doet een beroep op de Commissie en de Raad om samen met de Russische regering initiatieven te ontplooien ter versterking van de veiligheid en de stabiliteit in de gezamenlijke nabuurschap, met name via gezamenlijk crisisbeheer in Oekraïne en Wit-Rusland en door gezamenlijke inspanningen voor een definitieve oplossing van de conflicten in Nagorno Karabach en in Moldavië en Georgië door de volledige territoriale integriteit van deze staten te waarborgen; doet een beroep op de EU en Rusland als lid van de VN-Veiligheidsraad om hun verantwoordelijkheid te nemen voor het Iraanse nucleaire vraagstuk en, als leden van het Kwartet, voor de oplossing van het conflict in het Midden-Oosten en om inspanningen te bevorderen om een internationale vredesconferentie te houden over een regionale vrede in het Midden-Oosten; doet verder een beroep op Rusland, als lid van de Contactgroep en de VN-Veiligheidsraad, om samen te werken bij het zoeken naar een duurzame oplossing voor de kwestie Kosovo en, als partij bij de Zespartijenbesprekingen, om te helpen een oplossing te zoeken voor de proliferatie van kernwapens in Noord-Korea;

Calls on the Commission and the Council to pursue joint initiatives with the Russian Government to strengthen security and stability in the common neighbourhood, in particular by means of joint crisis management in the Ukraine and Belarus and joint efforts to finally resolve the frozen conflicts in Nagorno Karabakh as well as in Moldova and Georgia by guaranteeing the full territorial integrity of these states; calls on the EU and Russia as a member of the UN Security Council to assume their responsibility for the Iranian nuclear issue and as members of the Quartet for the resolution of the Middle East conflict and to promote efforts to hold an international peace conference on a regional Middle East peace; calls further on Russia as a member of the Contact Group and the UN Security Council to cooperate in finding a lasting solution to the Kosovo question and as a member of the Six Party Talks to help find a solution to nuclear proliferation in North Korea;
