TRADUCTIONS EN CONTEXTE

Met het Verdrag van Maastricht kreeg de Gemeenschap voor het eerst bevoegdheden op het gebied van onderwijs en opleiding, jeugd en cultuur (thans vastgelegd in de artikelen 149, 150 en 151 van het Verdrag tot oprichting van de Europese Gemeenschap).
The Maastricht Treaty granted the Community competence for the first time in the areas of education and training, youth and culture (now laid down in Articles 149, 150 and 151 of the Treaty Establishing the European Community).

De Associatieraad was verheugd over de deelname van Hongarije, overeenkomstig de desbetreffende besluiten van de Associatieraad, aan de volgende communautaire programma's: Socrates II, Leonardo da Vinci II, Jeugd, Vijfde kaderprogramma voor onderzoek, Vijfde kaderpogramma van de Europese Gemeenschap voor Atoomenergie (Euratom) voor activiteiten op het gebied van onderzoek en opleiding, Cultuur 2000 en Life III. De Associatieraad was ook verheugd over de voltooiing van de onderhandelingen met het oog op de deelname van Hongarije aan het Europees Milieuagentschap; zodra de overeenkomst is geratificeerd en in werking getreden, zal Hongarije lid worden van dat agentschap.
The Association Council welcomed Hungary's participation, according to the provisions of the relevant Association Council decisions, in the following Community programmes: Socrates II, Leonardo da Vinci II, Youth, Fifth Framework Programme for Research, Fifth Framework Programme on the European Atomic Energy Community (Euratom) for Research and Training Activities, Culture 2000, Life III. The Association Council also welcomed the conclusion of negotiations for the participation of Hungary in the European Environment Agency; following ratification and entry into force of the agreement Hungary will become a member of the Agency.

(26) Gelet op het in artikel 5 van het Verdrag vastgelegde subsidiariteits- en evenredigheidsbeginsel en op het feit dat de doelstellingen van de voorgestelde actie betreffende de ontwikkeling en de versterking van een samenwerkingsbeleid ten behoeve van de jeugd, met inbegrip van het Europese vrijwilligerswerk en de uitwisseling van jongeren in de Gemeenschap en met derde landen, wegens de complexiteit en de verscheidenheid van de jeugdzaken niet voldoende door de lidstaten kunnen worden verwezenlijkt, kunnen deze doelstellingen, gezien de transnationale dimensie van de communautaire acties en maatregelen, beter door de Gemeenschap worden verwezenlijkt.
(26) In accordance with the principles of subsidiarity and proportionality as defined in Article 5 of the Treaty, since the objectives of the proposed action concerning the development and strengthening of a cooperation policy in the youth field, including European voluntary service and youth exchanges both within the Community and with third countries, cannot be sufficiently achieved by the Member States because of the complexity and diversity of the youth field, they can therefore be better achieved by the Community owing to the transnational dimension of Community actions and measures.

1. Bij dit besluit wordt het communautaire actieprogramma "Jeugd", hierna genoemd "dit programma", vastgesteld betreffende het samenwerkingsbeleid in jeugdzaken, met inbegrip van het Europese vrijwilligerswerk en de uitwisseling van jongeren binnen de Gemeenschap en met derde landen.
1. This decision establishes the "Youth" Community action programme, hereinafter referred to as "this programme", concerning cooperation policy in the youth field, including European voluntary service and youth exchanges both within the Community and with third countries.
