Na de aanneming op 31 maart 2008 van Resolutie 1807 (2008) van de Veiligheidsraad van de Verenigde Naties („UNSCR 1807 (2008)”) heeft de Raad op 14 mei 2008 Gemeenschappelijk Standpunt 2008/369/GBVB betreffende beperkende maatregelen tegen de Democratische Republiek Congo (1) vastgesteld.
On 14 May 2008, the Council adopted Common Position 2008/369/CFSP concerning restrictive measures against the Democratic Republic of the Congo (1) following the adoption by the United Nations Security Council on 31 March 2008 of Resolution 1807 (2008) (‘UNSCR 1807 (2008)’).

– having regard to the EUSEC RD Congo security sector reform mission, established in June 2005 (Council Joint Action 2005/355/CFSP of 2 May 2005 on the European Union mission to provide advice and assistance for security sector reform in the Democratic Republic of the Congo (DRC)),

10. Requests the governments of the Democratic Republic of the Congo and of all states, particularly those in the region, the United Nations Organisation Mission in the Democratic Republic of the Congo (MONUC) and the Group of Experts to cooperate intensively, including by exchanging information regarding arms shipments, trading routes and strategic mines known to be controlled or used by armed groups, flights from the Great Lakes region to the Democratic Republic of the Congo and from the Democratic Republic of the Congo to the Great Lakes region, and the illegal exploitation of and trafficking in natural resources;

– having regard to its resolution of 17 January 2008 on the situation in the Democratic Republic of Congo and rape as a war crime , and to its previous resolutions on human rights abuses in the Democratic Republic of Congo (DRC),

Naar aanleiding van een officieel verzoek van de regering van de Democratische Republiek Congo (DRC) heeft de Raad op 2 mei 2005 Gemeenschappelijk Optreden 2005/355/GBVB vastgesteld inzake de adviserende en bijstandverlenende missie van de Europese Unie op het gebied van de hervorming van de veiligheidssector in de Democratische Republiek Congo (DRC) (1) (EUSEC RD Congo), met name ter ondersteuning van het overgangsproces in de DRC dat tevens de oprichting omvat van een geherstructureerd en geïntegreerd nationaal leger, overeenkomstig de algemene en alomvattende overeenkomst die op 17 december 2002 in Pretoria door de Congolese partijen is ondertekend, gevolgd door de op 2 april 2003 in Sun City ondertekende Slotakte.
Further to an official invitation from the Government of the Democratic Republic of the Congo (DRC), on 2 May 2005 the Council adopted Joint Action 2005/355/CFSP on the European Union mission to provide advice and assistance for security sector reform in the Democratic Republic of the Congo (DRC) (1) (EUSEC RD Congo), in particular in order to support the transition process in the DRC, including the formation of a restructured and integrated national army, as established by the Global and Inclusive Agreement signed by the Congolese parties in Pretoria on 17 December 2002, followed by the Final Act signed in Sun City on 2 April 2003.

In spite of its efforts, the civil aviation authorities of the Democratic Republic of Congo (‘DRC’) have persistent difficulties to implement and enforce the relevant safety standards, as demonstrated by the ICAO-USOAP — Audit Summary Report of the Directorate of Civil Aviation of the Democratic Republic of Congo (Kinshasa, 11-18 June 2001).

On 30 March 2005, the United Nations Security Council adopted Resolution 1592 (2005) on the situation in the Democratic Republic of the Congo, in which it reaffirmed, inter alia, its support for the transition process in the Democratic Republic of the Congo, urged the Government of National Unity and Transition to carry out reform of the security sector and decided to extend and strengthen the mandate of the United Nations Organisation Mission in the Democratic Republic of the Congo (MONUC), as contained in Resolution 1565 (2004).
