Lid 1 is niet van toepassing indien het Sanctiecomité vooraf per geval bevestigt dat onderdanen van de DVK in het rechtsgebied van de lidstaat moeten werken met het oog op de verstrekking van humanitaire bijstand, denuclearisatie of enig ander doel dat verenigbaar is met de doelstellingen van UNSCR's 1718 (2006), 1874 (2009), 2087 (2013), 2094 (2013), 2270 (2016), 2321 (2016), 2356 (2017), 2371 (2017) of 2375 (2017).
2. 2. Lid 1 is niet van toepassing indien het Sanctiecomité vooraf per geval goedkeuring geeft voor de tewerkstelling van meer onderdanen van de DVK dan het aantal arbeidsvergunningen dat op 5 augustus 2017 in het rechtsgebied van de lidstaat was verleend, omdat het dit nodig acht voor de verstrekking van humanitaire bijstand, denuclearisatie, of enig ander doel dat verenigbaar is met de doelstellingen van de UNSCR's 1718 (2006), 1874 (2009), 2087 (2013), 2094 (2013), 2270 (2016), 2321 (2016), 2356 (2017) of 2371 (2017)”.
2. Paragraph 1 shall not apply where the Sanctions Committee approves in advance on a case-by-case basis that employment of additional DPRK nationals beyond the number of work authorisations provided in the Member State's jurisdiction on 5 August 2017 is required for the delivery of humanitarian assistance, denuclearisation or any other purpose consistent with the objectives of UNSCRs 1718 (2006), 1874 (2009), 2087 (2013), 2094 (2013), 2270 (2016), 2321 (2016), 2356 (2017) or 2371(2017)’.

Article 27(1)(d), and 27(2) insofar as it refers to the persons and entities covered by Article 27(1)(d), shall not apply with respect to funds, other financial assets or economic resources that are required to carry out the activities of the DPRK's missions to the UN and its specialised agencies and related organisations or other diplomatic and consular missions of the DPRK, or to any funds, other financial assets or economic resources that the Sanctions Committee determines in advance on a case-by-case basis are required for the delivery of humanitarian assistance, denuclearisation or any other purpose consistent with the objectives of UNSCR 2270 (2016)’.

F. overwegende dat tijdens de laatste ASEAN-top werd opgeroepen tot de denuclearisatie van het Koreaanse schiereiland en kernwapenlanden werden aangemoedigd toe te treden tot het protocol van het Verdrag inzake een kernwapenvrije zone in Zuidoost-Azië; overwegende dat tijdens de top eveneens de mogelijke toekomstige deelname van Oost-Timor aan de ASEAN werd besproken;
F. whereas the latest ASEAN summit called for the denuclearisation of the Korean peninsula and encouraged nuclear-weapon states to accede to the protocol to the Southeast Asia Nuclear Weapons-Free Zone Treaty; whereas the summit also discussed the possible future participation of East Timor in ASEÀN;
