TRADUCTIONS EN CONTEXTE

In juli 1991 werd, op grond van artikel 149 van het Verdrag tot oprichting van de Europese Gemeenschappen, het programma Jeugd voor Europa II goedgekeurd [51]. In maart 1995 ging de derde fase van dat programma van start, die in 1999 afliep.
In July 1991, on the basis of Article 149 of the Treaty establish the European Communities, YOUTH FOR EUROPE II was adopted [51] and in March 1995 the third phase of the programme commenced. It ended in 1999.

Tegelijkertijd heeft de Commissie een voorstel ingediend om de derde fase van LIFE-programma met twee jaar te verlengen, vooral om het beheer van de aangewezen gebieden op nationaal en regionaal niveau te ondersteunen. Hiermee wordt de kloof overbrugd tussen deze derde fase en de nieuwe financiële vooruitzichten.

Het struikelblok in de onderhandelingen met de Raad vormen uiteraard de financiële middelen die voor de derde fase van het programma LIFE (2000-2004) worden uitgetrokken.

In 2000 werden in de derde fase van het programma (Tempus III)[2] twee nieuwe aspecten geïntroduceerd. Naast de beproefde specifieke aanpak voor ieder land afzonderlijk werd meer nadruk gelegd op de mogelijkheden van het programma om de regionale samenwerking te stimuleren; ook is sterker gewezen op de noodzaak van consistentie en complementariteit met andere programma’s van de Gemeenschap en synergie-effecten met andere vormen van bijstand aan de partnerlanden.
Two innovative aspects were then introduced to the 3rd phase of Tempus (Tempus III) in 2000[2].In addition to the tried-and-tested country-specific approaches, particular emphasis was placed on the programme’s capacity to encourage regional co-operation and more explicit reference was made to the need to ensure consistency and complementarity with other Community programmes, and also to create synergies with other forms of assistance to the partner countries.
